In recent years,the energy consumption and carbon emissions of China’s construction industry have been continuously increasing,which has attracted high attention from the government and society.Green building,as a kind of building form with environmental protection,energy conservation and sustainable development,has many advantages.It can effectively solve the energy consumption and carbon emissions of China’s construction industry,and help China’s construction industry achieve the goal of carbon peak carbon neutrality.Therefore,China has been committed to the development of green buildings,accelerating the acceleration and upgrading of green buildings through a series of policy measures.For example,China had already released evaluation standards such as the "Green Building Evaluation Standards" before 2010;In 2022,the "Implementation Plan for Carbon Peak in Urban and Rural Construction" issued pointed out that by 2025,new urban buildings will fully implement green building standards,and the proportion of star rated green buildings will reach over 30%.These policies and measures help promote the development of green buildings and promote the development of China’s construction industry towards a more environmentally friendly,energy-saving,and sustainable direction.However,due to the late start and weak foundation of green building development in China,there are significant differences in the development of green buildings in different regions,especially the prominent issue of low proportion of second and third star(high star)green buildings.These have put forward higher requirements for governments at all levels to continuously step out and improve policies and measures for green building development.The research on policies and measures for the development of green buildings has received extensive attention from many scholars.This paper focuses on the impact of a single policy,or only analyzes the relationship between policy impacts.On the basis of systematically combing green building development policies,green building development policies are divided into acceleration policies and upgrading policies.The unbalanced panel data of 30 provinces is taken as the research object,Through the classification and combination of policies,the non equilibrium panel regression model and Tobit DID model were used to conduct in-depth research and analysis on the effects of policies on accelerating and upgrading green building development,in order to reveal the impact effects and combination effects of different types of policies,and better and faster achieve the goal of accelerating and upgrading green building development.Main conclusions:(1)Through spatiotemporal evolution analysis of China’s policies for accelerating and upgrading green buildings,the results show that in recent years,policies for accelerating and upgrading green building development in China have continuously emerged,but most of them are concentrated in the eastern region;From the classification of policies for accelerating and upgrading green buildings,incentive policies are significantly more than mandatory and voluntary policies,but the policy targets are relatively single,with policies targeting developers significantly more than those targeting consumers.(2)By using the unbalanced panel Tobit model for impact utility analysis,the results show that both mandatory and incentive policies for green buildings in China have a positive impact on the development of green buildings,but the impact of voluntary policies is negative.Through heterogeneity analysis,it is found that the effect of incentive policies is mainly achieved through subsidy policies,while the effect of mandatory policies is achieved through assessment policies,Incentive and mandatory policies have a significant effect on the eastern region,but not on the central and western regions.(3)By using the unbalanced panel Tobit DID model for causal utility analysis,the results show that China’s current high star green building policies are generally effective,with the combination of mandatory policies,vague financial subsidy policies,and cost reduction policies having the best effect.The study provides reference for various regions to formulate and introduce policies to accelerate and upgrade the development of green buildings,It is of great significance to achieve the goal of accelerating and upgrading the development of green buildings in China.
