Research On The County Land Supply And Urban Construction Land Layout Optimization Based On The Urban-rural Integration

With the development of social economy and the increase of population,newly-added construction land supply can not meet the demand of land for mankind,which will seriously restrictthe development of social economy. A large numberofconstruction land in country leave unused, which is the huge potential land for city.The project of urban and rural construction can provide much rural construction landquota for urbanization construction and increase the landsupply. In addition,theconsolidation of rural construction land and the optimization layout of constructionland can promote land use efficiency andcoordinate the development of urban andrural areas.Based on theories such as land supply and demand, urban and rural integration,intensive use of land, differential land renttheory, harmony between people and landand so on, the thesisstarts with the aspect of balancing urban and rural development;discusses thenew development in the optimization layout of construction land; andtake an example Biyangcounty in Henan to explain, in orderto exploreproblems ofland supply and optimizing of layout of urban-rural construction land.Firstly, the scaleof construction land was gained through the guideline of construction land demandper person, time series forecasting method and GM (1,1) grey model, whichwas basedon analysis of social and economic development and land use status. Secondly,ruralland consolidation potentiality was gained by rural residential land demand per personand the field research method. The analysis of lack of construction land was based onthe former study and land targets assigned from higher authorities, then solve theproblem by the project of urban and rural construction.Thirdly, usemethods ofqualitative analysis and quantitative analysis, first of all, the allocation of landconstruction was optimized bythe method of qualitative analysis, whichwas based onanalysis of social and economic development and land use status.For another, selectindexes based on the situation of the research area,build indexes of suitabilityassessment on construction land, and the indexes weighted byentropy method, then calculate score of evaluation unit and regionalization of construction land, optimizethe allocation of land construction on the former studyTheresults showed that requirement of Biyang County land in the planning periodwas1400.27hectares except for the planned targets assigned from higher authorities.And there was great oretical potential of urban and rural construction landexperiments, can meet the need of construction land. For the layout of landconstruction,the study suggested that Biyang County’s urban development should relyon spatial development model of one subject and two branches,andbuildI-shapedstructure,take city center and significant town as prioritize regions, establishindustry parks.The study concluded that the policy was excellent for relieving the need anddemand of land and meeting the demand of city development. By optimizing theconstruction land spatial layout, the development direction of the construction land ofthe town can be confirmed, the use efficiency of land cab be increased, theconstruction land expending and farmland protecting can be balanced and thedevelopment of urban and rural areas can be promoted.
