Yunnan, as a typical plateau province, nearly 94 percent of its landis mountains, it has rich resources of mountainous land. in order to under the premise of not reduce the amount of arable land can ensure land needed for economic development, the development and utilization of low hills gentle slope mountain resources has become the inevitable choice of economic and social development in Yunnan province. Hilly slope mountain of urban construction land development and urban construction and development in general are very different, hilly slope mountain regional ecological environment is fragile, complex terrain conditions, limited suitable for the development of an area in front of the development of the ecological environment in the region to deal with a comprehensive assessment, in the case of the protection of the regional ecological environment is not destroyed rational, scientific hilly slope of the mountain and the layout of urban construction land development, only in this way can help the mountain towns of sustainable and stable development.Dali city is rich in low hilly resources, low hilly mountainous town construction development started earlier, development is relatively mature, Hai dong District of Dali city as low hilly mountainous towns of the key development area, the geographical environment is good, mild slope of low mountains and hills of more resources, suitable for mountainous town construction land development of the contiguous area is large, so this paper take Hai dong District of Dali as an example for study and layout selection on sea east mountain town construction. By reading a lot of urban land with mountain layout-related literature, research status at home and abroad than mountain towns in Hai dong area of field research, studying the relevant regulatory procedures and infrastructure of the region’s land use analysis, selection with the local ecological environment is closely related to the twelve indicators ecological sensitivity were evaluated, and the results of the evaluation of the sensitivity and the general area of low sensitivity as the appropriate construction area. Make Hai dong change data in 2011 as the foundation, using the grey linear programming model to eastern area layout of land use structure optimization. Based on the above results Hai dong district construction area prone to choose, choose five blocks for mountain layout of urban construction land area within easy construction. Through the above research results are as follows:(1) The ecological sensitivity evaluation in Hai dong area map of ecological sensitivity low and ecological sensitivity in general as appropriate construction area, ecological sensitivity to secondary region as the restricted zone, ecological sensitivity areas of high to prohibit the construction area. Through Hai dong area of ecological sensitivity evaluation map attribute table Middle Eastern easy construction area calculation of the sea area of about 45 square kilometers, the proportion of the total area is about 62%; the limit construction area of about 20 square kilometers, the proportion of the total area is about 28%; the limit construction area of about 7 square kilometers, accounting for the proportion of the total area is 10%.(2) According to the 2011 Hai dong region land use change data, using gray linear programming model for the optimization of land use structure of land use in 2020, predict to Hai dong region, including farmland, woodland, garden plot, grassland, other uses are the corresponding decrease, water area and construction land increased, the area of land for construction in 2020 was about 25 square kilometers, on the basis of "land use planning of Dali City 2010-2020" specified in Hai dong area scale of construction land should be controlled within about 26 square kilometers, the prediction results consistent with the actual.(3) To the Hai dong ecological sensitivity evaluation results, the land use structure optimization result of selection and construction land layout analysis, whereas Hai dong area from the appropriate choice easy in the building of the area of mountain town construction land development area, on the basis of the selected five better construction land for residential land, land for public management and public facilities, green space and square land, land for commercial, logistics, warehousing, mixed land use planning layout, the layout found that whereas haidong539 area mountain residential land accounts for larger proportion in the development of urban construction.
