Study On The Optimization Mechanism Of Village Planning And It's Implement Based On Villager Autonomy

The proposal of “rural revitalization strategy” which reported in the nineteenth National Congress of the Communist Party of China indicated a fully attention to issues of “agriculture,countryside and farmers” and rural development.The general requirements of “industrial prosperity,ecological livability,effective governance rural civilization,effective governance and living prosperity” emphasized the revitalization of rural areas for five aspects,that are industry,ecology,culture,society and people's livelihood.As the goal of social revitalization,“effective governance” emphasizes the combination of autonomy,rule of law and rule of virtue,explores the pluralistic modern social governance system which presents the concept of “democratic governance,ruling by law,building core value” in a consistent,rigid-flexible way.As a basic democratic system,villager autonomy is the main way of social governance.Along with the concept of “rural revitalization,planning first”,village planning is a regulatory mechanism which is constructed by the state and managed by law,and also an important method to achieve autonomy by law.With the requirement of “effective governance”,the combination of villager autonomy and village planning is an urgent demand for social governance pattern innovation.It makes village planning enhancing and implementation of villagers' autonomy become necessary requirements of rural revitalization.Firstly,the study defines the concepts of village planning and villager autonomy,summarizes several related basic theories,studies the progress,then exerts deep analysis and summarizes the internal features in aspects of development process,institutional system,organization formation,contents and so on.Secondly,it analyzes the contents of current village planning and some of the problems,and analyzes the causes from aspects of legislation,main formulator,planning procedure,planning contents and management implementation.Finally,the study proposes the goal and principle of planning optimization,and also proposes a series of strategies to solve current issues.This paper aims to improve the participation system of villagers in village planning,enhance the guiding role of village planning in rural construction and management,and achieve effective governance and development of rural society.
