Research On Risk Management Of Stereoscopic Parking Bot Project Of X Hospital

With the increase of car ownership in our country,the parking problem in major cities is becoming more and more serious.Large non-profit public hospitals are even more severely affected areas.In the case of hospital funding shortage,it is a new way to solve the problem through BOT mode with social capital cooperation.However,the application of BOT mode in the construction of hospital parking is still in the exploratory stage.As a social capital party,it is bound to take great risks.How to identify and evaluate these risks and make targeted research countermeasures is the prerequisite to ensure the smooth implementation of the project.This paper studies the risk management of X hospital in D City,which J company participates in,by using self-use land to construct parking.Based on the theory of risk management and the theory of BOT mode risk factors,through risk identification and risk assessment expert group,respectively using brainstorming method and Delphi method to conduct risk identification and assessment of the project,it is found that the risk of operating cost overrun,comprehensive capacity risk,completion risk,environmental impact risk and design risk are the main influence factors.Finally,under the guidance of the theory of risk countermeasures,combined with the actual situation,in view of the above-mentioned risk factors,we adopt the methods of risk transfer,risk reduction and risk sharing,and put forward10 specific countermeasures,such as relying on high-quality engineering supervision to do engineering management,selecting design units with strong urban planning and design ability,reasonable planning and allocation of parking spaces.Ensure that J company can successfully complete the construction,operation the project at the minimum cost,realize the solution to the parking difficulties of X hospital,create good environment,improve the social benefits of patients’ medical experience and the expected economic benefits of J company.It provides valuable experience for J company to participate in the construction and management of other hospital parking in the future,and provides reference for social capital to participate in the construction of parking in hospitals,scenic spots,schools,business centers,administrative service centers and other parking disaster areas with BOT mode.
