Research On Project Risk Management Of New General Hospital Under EPC Mode

With the promotion of the national medical reform and the deepening of the construction of small towns,the residents' demand for comprehensive medical and health services is increasing.The contradiction between the shortage of medical resources,especially the high quality medical resources and uneven distribution has become increasingly prominent.Therefore,the development of hospitals,especially large public hospitals,has entered a period of rapid growth.In recent years,the momentum of medical project construction has become more and more sufficient,the scale of investment has become larger and larger,and the construction standards have become higher and higher.Hospitals at all levels have invested in new branches.However,the new hospital project is a very complex system engineering.It has the characteristics of large capital investment,large project scale,involving a wide range of knowledge,long construction cycle and complex construction technology.Owners often face the dilemma of lacking professional managers and management experience when facing large-scale medical construction projects.EPC model has obvious advantages in controlling investment,time limit and quality,stimulating enterprise initiative,creativity and minimizing the risks faced by owners.At this stage,more and more hospital construction projects in China begin to adopt the EPC general contracting mode.The new hospital project based on EPC mode has a long construction cycle and high risk to the general contractor.However,people do not know or understand many potential threats to the hospital construction project.Therefore,it is urgent to analyze and study the risks faced by the general contractor of the new hospital project using EPC model in order to reduce the risks of the general contractor and improve the success rate of the project.On the basis of consulting literature,this paper identifies various potential risks of hospital construction projects in social,economic,contract and other seven aspects by means of expert investigation,and makes preliminary analysis and estimation by means of average method,and obtains 22 key risk factors of new hospital projects adopting EPC model.Taking the Fengling Hospital project of Nanning as an example,the BP neural network model suitable for the new hospital project with EPC model was established by using SPSS and MATLAB software.The result showed that the risk level of the project was moderate,and the risk of the project could be pre-control led by scientific methods,and the new doctor with EPC general contract model was targeted at.The risk control measures for the project are put forward,which include the owner' s payment for the project,the strictness of the contract,material procurement and quality defects,design changes,cost/time/quality management.Starting from the theory of project risk management,this paper expounds the theory and method of risk type,risk identification,analysis and evaluation,and response and monitoring of construction project.Based on the perspective of EPC general contractor of new hospital project,this paper analyzes the risks faced by EPC in the whole life cycle,and provides a theoretical basis and model for risk management of EPC new hospital project in the future.
