| With the continuous development of inland waterway navigation in Hunan Province,the local ports and waters are gradually opening up,and the overwater and underwater buildings are also gradually increasing.Correspondingly,maritime supervision and waterway regulation are confronting various challenges and difficulties,and navigation safety is also facing lots of hidden dangers.Focusing on the problems of inaccuracy,incompleteness,and obsolescence of current navigation environment data,a vectorization editing system for waterway elements was designed in accordance with the requirements of the Maritime Safety Administration of the Ministry of Transport(MSA).First of all,this thesis analyzed the current status and existing problems of the navigation environment in Hunan Province and analyzed various aspects of waterway element data collection,review,external interface,and element vectorization.Based on the demand analysis and following the technical route of "collection –review-editingstorage",it determined the system architecture,designed the system function modules,and introduced the editing method of waterway element data.Data editing is considered the focus of this thesis,and it is based on the model of "mainly internal operation and supplemented by external operation".With the latest satellite remote sensing image as a base map,the internal operation is to conduct a comparative review of the collected elements.According to the results of the review,it is supposed to modify the spatial attributes of the scope,length,width,etc.,edit the business attributes of the elements,correct and modify the erroneous data,and supplement and improve the missing data.For waterway elements without satellite remote sensing images or ambiguous,it is to adopt the method of field survey to collect information,while maintaining a field spot check rate of 20% for all elements.Based on these methods,it conducted a comprehensive review of 347 navigable environment vector elements in Zhuzhou,edited and modified 134 elements to ensure that their spatial locations,business attributes,and other information are correct.In order to import the accurate vectorization results into the database,this thesis designed the data table structure of 36 types of navigation element and established the waterway element database of Hunan Province,which provide data support for the electronic river map system,integrated supervision system,and other business management systems currently being used in Hunan Province.Through the application of the waterway element vectorization editing system,it has improved the efficiency of editing and modifying the vector element data of the navigation environment in Hunan Province,and has been recognized by the water transport departments of various parts of Hunan Province,verifying the feasibility and validity of the system.Through the system,the Waterway Elements Database of Hunan Province was established,which satisfies the increasing demand for the management of channel elements,and also provides a unified and complete navigation environment data source for the maritime supervision,waterway management,and information construction of Hunan Province. |
