The Research On The Problems And Countermeasures In Zigong Section Management Of Tuojiang Waterway

Accelerating the construction of inland water transportation and buildingan efficient and smooth high-grade inland waterway network have become thenational strategy and the key work of Sichuan Province during the "14th five yearplan".Optimizing waterwaymanagement,promoting the development of waterway transportation and improvingthe public service capacity of waterway transportation are the primary tasks faced bythe waterway management department of Zigong City.The inland waterway,like the highway,is a public transport infrastructure.The management level of the waterway management department determines the navigable capacity of the waterway and the public service effect of the waterway.The government should strengthen the guidance of the water transport industry and improve the management level of the channel management department,so that the inland water transport industry can continue to develop healthily.Tuojiang Channel used to be the golden waterway of Zigong City.In recent decades,due to the lack of effective management,the scale of the channel has been reduced,and some segments have been interrupted,which has seriously affected the development of inland water transport in Zigong City.Based on the full understanding of the current situation of the management of the Tuojiang waterway in Zigong City,this paper analyzes the problems existing in the management of the Zigong section of the Tuojiang waterway from multiple perspectives,and concludes that the current Zigong waterway management department has some problems,such as imperfect management system and mechanism,insufficient management efforts,and weak team building,and analyzes that the main reasons for these problems are insufficient management power,outdated management laws and regulations The talent system is not perfect and the ability to learn and apply is insufficient.In view of the problems and causes in the waterway management of Zigong City,considering the actual situation of Zigong City,and combining with the relevant theories of public management,it is proposed that the management of Zigong section of Tuojiang River waterway should be improved from four aspects: establishing a comprehensive water management mode,improving the personnel training and personnel security system,promoting modern management experience,and increasing investment to improve the management level.Through the combination of theory and practice,the inland waterwaymanagement should be suitable for the development of water transport,and theappropriate advanced waterway infrastructure construction can promote thedevelopment of water transport market.At present,there is relatively little researchon the channel management in the underdeveloped inland water transport areas in China.Through the research on the channel management of Zigong section of Tuojiang channel,this paper provides a certain theoretical basis for Zigong City to improve the channel management level.
