Research On River Administrator System From The Perspective Of Cooperative Governance Of Linhai City

In November 2016,the General Office of the CPC Central Committee and the General Office of the People’s Republic of China issued opinions on the Full Implementation of the River Chief System,which made an overall plan for the full implementation of the river chief system,and clarified the objectives,tasks and specific requirements.With the great attention and high-level promotion of party committees and governments at all levels,the national river chiefs organization system was fully established at the end of June 2018 half a year ahead of schedule,with a total of 1.08 million river chiefs at provincial,city,county,township and village levels.Various localities have established river chiefs’ meeting system,information sharing and reporting system,assessment and accountability system,incentive system,work supervision system,acceptance system and other systems.Some localities have also introduced supporting systems such as work supervision and river chiefs’ river patrol.A pattern of work in which party committees and governments take the lead and take responsibility,water conservancy and environmental protection departments work together,and the public participate in the work has taken shape.The existing system of river chief system is the right of topdown operation mechanism,by the party and government in charge of the river chief through the internal administrative system of the power and the right to cure takes office,in the administrative area and basin "fragmented" and functions "fragmented" subordinates in the legal responsibilities of various functional departments and nonstatutory transaction can implement a degree of freedom intervention and independent problem,Utilize administrative authority and organizational authority to mobilize and integrate water environment management resources of subordinate functional departments to realize collaborative management.River chief production is a system innovation of water environment management,which has achieved great results,but there are still many problems in the cooperative governance mechanism,and it needs to be continuously innovated and optimized.Therefore,the river chief system from the perspective of collaborative governance is discussed in this paper.This paper is divided into six parts,the first part is the introduction.On the background of river chief system from river chief system research significance,through combing the domestic and foreign scholars about river chief system logic system,policy,legal system,such as collaborative governance perspective,identified in linhai city river chief system as the research object,using case analysis,interview method and comparative analysis method to study.The second part is the definition of related concepts and theoretical basis.Firstly,the concepts of water environment governance and river chief system are defined,and then the theory of cooperative governance and integrated governance is introduced to provide theoretical support for the research of this paper.The third part is the development process and organizational structure of the coordinated governance of river chief system in Linhai city.The background of the river chief system in Linhai city,the basic situation of water environment in Linhai city and the general situation of water management are introduced.Then explain the historical evolution of linhai river chief system from three stages of system formation,development,deepening and consolidation.Finally,the organizational structure of the river chief system in Linhai city is presented from the perspective of the participants.The fourth part is the investigation of the current situation of coordinated governance of river chief system in Linhai city.It first describes the operation mechanism of the river chief system in Linhai city,and then presents the current situation of the coordinated governance of the river chief system in Linhai city through the cooperative governance cases of the coastal section of The Jiaoling River and the Dongdahe River,and obtains the function and effectiveness of the river chief system.The fifth part is the analysis of the existing problems and causes of the coordinated governance of the river chief system in Linhai city.Based on the collaborative governance theory and holistic governance theory,this paper analyzes the collaborative governance practicesand interview data of the coastal section of Jiaoling River and donghe River in Linhai city,comprehensively and objectively reveals the existing problems and the root causes of the collaborative governance of the river chief system in Linhai City.The sixth part is the optimization path of coordinated governance of river chief system.The above part of the analysis of the problems and root for the target,theory combined with practice,put forward effective measures and means.Under the cooperative governance perspective,the River chief System study of linhai city,zhejiang province is not only beneficial to promote linhai city in the process of river harnessing to coordinate between different departments,can also for the local government in water environment management to provide theoretical reference and practical countermeasures,and promote the modernization of management system and management ability.
