Research On Coordinated Supervision Of Port Clearance Integration

As an important infrastructure linking the key nodes of domestic and foreign trade,port plays an important role in promoting the development of national economy.In recent years,due to the large increase in the volume of China’s foreign trade goods,ports and ports are in overload operation.The disorderly development of regional ports and unhealthy competition,and the government regulatory agencies "all in charge of the same",to a certain extent,caused the inconvenience of enterprise cargo circulation and the increase of institutional costs.Therefore,in early2021,the CPC Central Committee and The State Council proposed to accelerate the construction of the Yangtze River Delta world-class port group to form an integrated governance system.Through innovation and breakthrough of supervision system and mechanism,reform of business system design of each main body,so as to break through the difficulty of collaborative supervision.Based on the basic principles of government supervision theory and coordination theory,this paper analyzes the current situation of the coordinated supervision of the Yangtze River Delta port group and customs clearance integration,and holds that there are prominent contradictions in the process of trans-regional coordinated supervision of the Yangtze River Delta port group,including small scope of cooperation,inconsistent law enforcement,and isolated information.It is mainly due to the imperfect system and mechanism,the lack of legal preparation,the influence of departmental interests and other reasons.This paper analyzes the current practice case of the integration of port group customs clearance in the Yangtze River Delta--the mode of "linkage taking and unloading",and analyzes its operation mode,supervision mode and economic and social benefits,as an empirical demonstration of the operability of the integration of port group customs clearance and collaborative supervision in the Yangtze River Delta.At the same time,it draws lessons from the experience of major developed countries such as the United States and Japan in trans-regional governance and coordinated supervision.The countermeasures and suggestions for the coordinated supervision of the integration of customs clearance of port groups in the Yangtze River Delta are put forward: constructing the cooperative subject and the supervision implementation framework,perfecting laws and regulations and optimizing innovative cooperative behavior.Through the research on the integrated coordinated supervision,it provides beneficial exploration for the further realization of the integrated governance of the port group.
