Research On The Reform Of Water Administration,Administration And Service In Tianjin

After The 19th Congress of the Communist Party of China,our country has entered a new period of development,faced with various risks and challenges at home and abroad,new changes have taken place in the main social contradictions,and economic development has been transformed from rapid development to high-quality development,however,in the water sector,the concept of “emphasizing construction and neglecting management” still exists,the transformation of management functions is not in place,the level of supervision is lagging,the market mechanism is not fully utilized,and social management and public participation are not strong.Unable to meet the needs of economic and social development.This thesis mainly analyzes related concepts such as the reform of decentralized management services,water affairs management,and water management system reform through literature analysis,questionnaire survey,and comparative analysis;introduces the exploration and practice of the reform of decentralized management services in Tianjin water department;The investigation and analysis of the satisfaction of relevant companies on the reform of “decentralization of management and services”of water affairs,and the problems and reasons of the reform of “decentralization of management and services” of Tianjin Water Affairs;Based on the experience of foreign water management and the reform experience of “decentralization,management and service” in advanced domestic areas,the study puts forward the shortcomings and areas that need improvement in the promotion of the reform of“decentralization,management and service” by Tianjin water department;and Puts forward targeted and feasible countermeasures.It provides a theoretical basis for Tianjin to better exert its social management and service functions of water affairs under the new situation,and provides a reference and reference for the Tianjin water department to further deepen the reform of "decentralization,management and service",accelerate the transformation of administrative functions,and improve governance capabilities and levels.
