In 2007,a large-scale cyanobacteria erupted in Taihu Lake.In order to solve this pollution problem,Wuxi City,Jiangsu Province,appointed local government officials as the "river chief" and pioneered the "river chief system." After ten years of arduous exploration and practice,on the basis of summing up the successful experience of all levels across the country,the Party Central Committee decided to comprehensively implement the " river chief system ",in December 2016.The " river chief system " has received many praises and expectations from all walks of life because of its obvious innovation and effectiveness.However,this system also has a lot of criticisms and doubts.The government-led governance concept has been deeply rooted.Public awareness of environmental protection is low and their ability to participate in the "river chief system" is insufficient.This article uses Pengzhou City as an example to analyze the current situation and existing problems of public participation in the "river chief system".Based on the resourcing and questionnaire surveys,combined with the specific public participation in the "river chief system",we affirmed the public participation in the " river chief system " in Pengzhou City.But there still some inadequacy,such as low participation rate,bad persistence,lack of initiative and single population,etc.We analyze the reasons for the above problems from the aspects of insufficient publicity,incomplete laws and regulations,incomplete incentive mechanisms,and unobstructed participation channels.Then,this article selects the case of foreign public participation in water environment treatment and the case of domestic public participation in the " river chief system " for comparative analysis,which provides experience and inspiration for further increasing public participation in the " river chief system ".Finally,according to the actual situation of Pengzhou City,the following countermeasures and suggestions are proposed for improving public participation in the "river chief system " : first,improving the laws and regulations of public participation in the " river chief system ";second,improving the information disclosure of the "river chief system";third,to clarify the scope of public participation and broaden the channels of public participation;the fourth is to improve public participation incentives and safeguards;the fifth is to enhance the legal awareness of public participation in the " river chief system".It is hoped that it can provide ideas for the public participation in the " river chief system" in other regions,so as to make the " river chief system " popular. |
