| Inland waterways are an important public welfare infrastructure to support the development of a comprehensive transportation system and social and economic advancement.The 14th Five-Year Plan period is an important period for the integrated development of the Yangtze River Economic Belt and the Yangtze River Delta region,as well as a critical period for implementing national strategies,promoting high-quality development and accelerating the construction of a strong transportation country.Yangzhou City aims to create a modern comprehensive transportation model city,strengthen infrastructure network construction,realize transport service connection,improve intelligent management of operation and implement a green and safe development mode,so as to play a supporting and guaranteeing role of transportation in realizing high-quality development and building a moderately prosperous society,and lay a solid transportation foundation for creating a more livable and humanistic city environment.Yangzhou is located in the northern Yangtze River Delta "Golden Belt",at the junction of the basic industrial belt along the river and the economic belt along the Beijing-Hangzhou Grand Canal,and is known as the "Gateway to Northern Jiangsu",with a very advantageous geographical location.The Yangtze River winds its way through the city from south Yanzhou and the Beijing-Hangzhou Grand Canal runs from north to south through China.These two busiest golden waterways intersect here at the "cross",and the rivers in the city are crisscrossed,the waterways are networked and the water transport is well developed.For Yangzhou waterway,the 14th Five-Year Plan period is not only a critical period to continue to solidly promote the construction of the main provincial trunk routes,but also a key stage to deepen the reform of Yangzhou waterway and accelerate the transformation and upgrading,thus integrating into the construction of the comprehensive transportation system.However,the management task is still arduous,and there exist both opportunities and difficulties.This paper takes public goods theory and collaborative governance theory as the starting point,reviews the current situation of inland waterway management in Yangzhou,and examines the current problems of disconnect between waterway planning and implementation,the lack of timely updating of waterway facilities,the need to enhance waterway safety supervision and to improve waterway pollution prevention and control,and the insufficient application of waterway information technology.These problems mainly result from the lagging construction of regulations and policies,limited funding sources,the shackles of traditional values,the existence of conflicts of interest between subjects and the lack of a perfect coordination mechanism.Based on the experience of other provinces and cities in China,the study proposes measures to optimize the management of Yangzhou’s inland waterways,with the intention of giving full play to the advantages of the city’s water transport resources,seizing the major strategic opportunities of the state and province,expanding the scope of water transport,and building an inland water transport system with"complete facilities,green demonstration,intelligent leadership and service characteristics". |
