Research On The Problems And Countermeasures In Policy Implementation Of Differential Electricity Price In Yibin City

Electric energy has gradually become a public product,which is closely related to the lives of residents and the operation of enterprises.This also provides the prerequisite for the government to adopt electricity prices for social governance.In 2004,my country formally introduced a differential electricity price policy,using electricity prices to restrict the development of high-energy-consuming industries.At present,the differential electricity price policy has been implemented nationwide,and different cities can formulate localized policies based on local conditions.Yibin City has abundant hydropower resources,which provides the Yibin government with greater operational space when formulating and implementing the differential electricity price policy.Based on the research background of the implementation of differential electricity prices in Yibin City,this paper analyzes the implementation status of the differential electricity pricing policy in Yibin City through on-site investigations,literature review,etc.,in the promotion of new energy vehicles,attracting high-tech enterprises,and regulating water supply during periods of high and dry periods.It plays an important role in power consumption and guaranteeing the lives of low-income groups.Through research and analysis,it is found that Yibin City has achieved certain results in adopting the differential electricity price policy.Yibin City ’ s electric vehicle ownership accounted for 2.21%,which is much higher than neighboring Neijiang City and Dazhou City,and also higher than the national average;Yibin City vigorously Introduce and develop high-tech industries represented by smart terminals,automobiles,rail transit,and new materials.The output value of high-tech industries has increased steadily.The abundant hydropower resources in the jurisdiction benefit local residents,and most residents are satisfied with the current tiered tariff policy.There are also shortcomings in the implementation of the differential electricity price policy in Yibin City.For example,residents are less sensitive to electricity prices and have limited effects on the promotion of new energy vehicles;the effect of attracting high-tech enterprises is not good,and it is difficult for small and medium sized enterprises to enjoy electricity price subsidies;electricity price subsidies lead to fiscal subsidies.Problems such as heavy burden and insufficient support from the higher-level government;and abundant water resources should benefit the local people,the promotion of electric enterprises is restricted by many factors,the application process of enterprise electricity preferential treatment is complicated,and the taxation of hydropower resources is used for the people.These are the problems.The main cause.Based on the implementation of different electricity price policies at home and abroad,this paper proposes strategies to optimize the difference electricity price policy from multiple perspectives,including formulating flexible tiered electricity price tiers,optimizing electricity price policies for electric vehicles,establishing hydropower consumption industry demonstration parks,Improve the hydropower regulation mechanism during dry and abundant periods,etc.
