Nowadays,the popular engineering consulting method has gradually transformed and upgraded from the independent special consultation such as supervision,cost consultation,agent construction and tendering agency to the whole process consultation.These two consulting methods will coexist and complement each other for a long period in the future,which is not only the policy orientation but also the result of market selection.As one of the responsibility main bodies of the engineering construction,the supervision bears the statutory duty entrusted by the state,with heavy responsibilities and high risks.However,the working range of most supervision organizations in the market has been limited to the construction stage for a long time,resulting in lacking experiences and talents in a series of consultation work from the whole process consultation.In addition,the supervision of EPC general contract project includes the design and procurement parts compared with the construction supervision.Moreover,some EPC project supervision is subject to the cooperation method of agent construction + supervision or supervision + cost consultation,which can be regarded as the intermediate form of transition from supervision to the whole process consultation.Taking the supervision risk of EPC general contract project from the perspective of whole process consultation as the research object,this paper carried out the research and preliminary identification,extraction and decomposition of the risk of EPC project supervision based on the literature survey method,Delphi method and WBS-RBS analysis,leading to the establishment of the supervision risk evaluation system.Besides,the risk measurement model of EPC project supervision was established on the basis of the analytic network process(ANP)and fuzzy comprehension evaluation(FCE).During this paper,the empirical study and the verification of the model was implemented with the R project in S area of Hangzhou as the case.Furthermore,the supervision risk weight ranking and comprehensive risk evaluation level of R project were calculated with the help of yaanp and yafce software,and the risk responding strategy was put forward in combination with R project.6 risk dimensions and the 20 risk factors of EPC project supervision were identified through the research of this paper.Taking the dimension as the first-grade risk index and the risk factor as the second-grade risk index,a credible and practical EPC project supervision risk evaluation system and risk measurement model were established.Besides,in combination with the ranking of risk factors by the empirical study,the most important and related risk factor was found.Research shows,It was also found that the risk from the supervision itself is greater than the risk from the outside of the supervision.The research conclusions of this paper can provide a reference for the risk control of EPC project supervision during the transformation from supervision to the whole process consultation.
