Chinese civil aviation is currently in a high speed recovery period.All data indicators are rapidly approaching the pre-epidemic levels.For the civil aviation air traffic control industry,mature air traffic controllers are experiencing a decline in control skills because of the epidemic.Controllers who joined during the epidemic had the problem of not having experienced high air traffic volumes.Therefore,at this stage,the ability and quality of air traffic controllers are more strictly required.T air traffic control station,as an air traffic management unit in the busier area of East China,has made the restoration and improvement of air traffic controllers’ competence and quality as its current priority.Therefore it is important to study the construction of T ATC station controller competency model and its application.This paper takes T air traffic control station controllers as the research object,and carries out the research work through literature research method,behavioral event interview method,questionnaire survey method and expert discussion method.Firstly,the literature research method was used to gain an in-depth understanding of learning competency and competency model related knowledge.After that,the behavioral event interview method was used to refine the competency indicators.Then,a questionnaire survey was used to screen the refined competency indicators.Next,the content of the competency indicators was determined by combining the expert discussion method.Finally,a competency model for T controllers was successfully constructed.The competency model is divided into three dimensions:professional competency,general competency and core competency,with a total of 23 competency indicators.The model comprehensively covers the actual work requirements of T ATC controllers.After constructing the competency model for T controllers,this paper applies the research results to the actual work of T controllers in recruitment,training,talent inventory and performance assessment.Competency model helps to find suitable talents and standardize the recruitment process in recruiting;it helps to carry out efficient training in training;it provides references for promotion selection and talent ladder construction in talent inventory;it helps to ensure the reasonableness and fairness of performance appraisal in performance appraisal.However,the competency model and its application for T controllers need to be revised and improved continuously in the actual operation to ensure the reliability and applicability of the competency model.This paper constructs a competency model for controllers at T air traffic control station and studies its application.This study plays a guiding role in the development of the controller employee group at T ATC station.It provides comprehensive support for the human resource management work of T ATC station and enriches the research results of competency model in the ATC industry.
