| China’s civil aviation industry is in a stage of rapid development,and the air traffic control is also constantly developing and changing,so the demand for air traffic controllers,the quality and ability of controllers are constantly improving,and at the same time,it also leads to the transformation of traditional civil aviation control and modern civil aviation control.Gy air traffic control is also facing the same problem,and the responsibility of the unit controller is more and more important.Controllers play a very important role in civil aviation safety and maintenance of aviation order.At the same time,due to the rapid development of civil aviation,the demand,training and selection of controllers have become the problems faced by Gy air traffic control bureau.The so-called competency model means that through the combination of different competency elements,it can be applied to the process of human resource management to improve the management ability of enterprises.For enterprises,the introduction of competency model can optimize and improve their daily work such as recruitment and training.In this paper,Gy air traffic controller as the research object,through the analysis of Gy air traffic control and Gy air traffic controller position,personnel,current situation,as well as the analysis and elaboration of air traffic control development and problems,the necessity of establishing air traffic controller competency model is analyzed.Through the construction of competency model in some commonly used methods,through the behavior event interview method to conduct the event interview on the outstanding performance,initially get the competency factor,and then conduct a questionnaire survey on all Gy air traffic controllers to further confirm the competency factor.Through the analysis and classification of the competency factors,this paper studies the four dimensions and 17 competency characteristics Finally,the competency model of Gy air traffic controller is established.The four dimensions are professional ability,core quality,personality and psychological characteristics.The 17 competency characteristics are: sense of responsibility,teamwork,communication and coordination,pressure resistance,emotion management,adaptability,risk awareness,monitoring ability,preciseness and carefulness,self-confidence,dedication,professional knowledge and skills,language expression ability,analytical judgment ability,concentration,learning development,sacrifice spirit,achievement orientation.Finally,this paper puts forward the application prospect of Gy air traffic controller competency model. |
