Study On Establishment Of Air Traffic Controllers' Occupational Heath Safety System Project

As a member of ICAO (International Civil Aviation Organization), China has joined "Chicago Convention". Air traffic controller as a kind of special occupation of civil aviation industry, should meet the management requirement of Annex 1 (Personnel License) of Chicago Convention". It is important that air traffic controller license is related with medical certification. Therefore, occupational health and safety requirement of air traffic controller is clear. In recent years, China's civil aviation develops rapidly. As a kind of core human resource of China's civil aviation, air traffic controllers play an important positive role. The great physical and mental stress of air traffic controllers, can not be ignored. Otherwise, the human resource of air traffic controller will get negative effect.In recent years, China begin to pay attention to promote standardization management.From the beginning of the promotion of " Quality Management System" and "Environment Management System", some companies archived the goals of systematic management, then the management concept derived from "People Foremost" was hot swiftly. Therefore, "Occupational Health and Safety" began to be promoted. On the basis of standardized management, China's civil aviation air traffic management system has established its "Quality and Safety Management System". Meanwhile, the establishment of OHS of China's civil aviation air traffic management is needed.Taking the experience gained at one unit and popularizing it in a whole area, is a gradual process. The audience range of some units'"OHS" does not need whole unit personnel. Hence, the paper focus in air traffic controllers of A regional air traffic management bureau. According to analysis of the development and research status quo of OHS at home and abroad, in combination with the practical situation of A regional air traffic management bureau, study on OHS of air traffic controllers of A regional air traffic management bureau is conducted by means of project management.In this paper, the study results and conclusions:1.Through literature retrieval to the status of the occupational health and safety management research at home and abroad in recent years, and analyzed.2.The analysis of management status quo of air traffic controllers of A regional air traffic management bureau, has been conducted, This paper discusses the application of project management methods, to build occupational health and safety management system(OSH) of air traffic controllers of A regional air traffic management bureau.3.The professional particularity of air traffic controllers is analyzed. For instance, as "mount guard sick "hazards "insulin-treated diabetes mellituss" in special attention, targeted site real-time occupational health management procedure, fully enhance the practical application level of the occupational health and safety management system.
