| Since 1950,due to the increasing size of urban population,the subway as an important means of transportation in a city,its passenger flow has also been increasing.Consequently,the probability of emergency in subway operation is becoming larger and larger.Especially after occurrence of disaster in Daegu subway fire,London underground explosion and a stampede of Beijing metro,the understanding of subway operation of emergency response capability and research has been intensively studied,and the experts and scholars on urban subway emergency ability make a deep understanding and reflection,in order to strengthen urban subway emergency response capability evaluation and construction to lay a solid foundation.Firstly,this paper elaborates the concept definition of subway operation emergency,types of emergency,hierarchical response,risk factor analysis,emergency management system,emergency handling process,the connotation and evaluation characteristics of subway operation emergency response capacity and so on.Then,the paper analyzes the current emergency response situation of Shenyang subway operation,including the basic concept of emergency,the analysis of emergency handle situation and the analysis of influencing factors.On this basis,the components of emergency response capacity are analyzed to provide a basis for the selection of indicators.This paper establishes the evaluation index system from the three aspects of personnel,equipment and management,combining with the analytic hierarchy process,which can define the weight value of indicators at all levels,and establishes the evaluation model by combining the expert scoring.Based on the theory of emergency response capability of subway operation,this paper constructs a model,mainly evaluates the emergency handling ability of Shenyang subway operation at the present stage,and at last puts forward some countermeasures and suggestions to improve the emergency response capability of Shenyang metro operation.The core of this study is that how to select and determine the evaluation index of Shenyang metro operation emergency response capability and Analytic Hierarchy Process(AHP)is used to construct the model of Shenyang metro operation emergency response capability evaluation.Firstly,the evaluation system is constructed according to the characteristics,types and selection basis of subway operation emergency response capacity evaluation indexes,and then the AHP is used to establish the evaluation model of Shenyang subway operation emergency response capacity.In the end,the emergency response ability of Shenyang metro operation is evaluated by experts scoring.At the end of this study,in view of the evaluation of the previous chapter of the disadvantage in the Shenyang metro in emergency response capability,this paper puts forward to establish and improve the emergency command system,improve equipment ability to cope with risks,strengthen the basic work for the emergency management and perfect the emergency plan system,in order to improve Shenyang metro operation emergency response capability. |
