With the rapid development of various emerging technologies in the new era,information technology and intelligent has become important carrier for promoting the modernization of China,and intelligent water conservancy project has become important entry point into the modernization of the water conservancy industry.Intelligent water conservancy belongs to the mature stage of water information development,real-time perception of water facilities information and analysis and calculation,significantly improves the accuracy and timeliness of water information,can help construction and management personnel to make accurate decisions.At present,China’s intelligent water conservancy project construction is in the primary stage,intelligent water conservancy has a lot of construction content,large capital requirements,a high degree of information technology and uncertainty and many other factors affecting the characteristics of the construction process will inevitably appear various risk factors.Therefore,risk management during the construction of smart water projects is particularly important for the successful implementation of the project.This paper provides an in-depth analysis of the smart water project,identifies and analyzes the various risk factors affecting the construction of the project,establishes a risk evaluation model,and proposes solutions for the corresponding risks,mainly as follows.(1)It summarizes the content,objectives and tasks of intelligent water conservancy construction projects systematically,and analyze the characteristics,procedures,and evaluation methods of risk management of smart water proj ects.(2)Literature Research Method,Work Breakdown Structure and Brain storming were used to identify the risk factors in the construction of intelligent water projects.Based on the expert evaluation method to select the project risk influencing factors in stages,an evaluation index system including 22 secondary risk indicators for four project construction stages was constructed.(3)It is proposed to use a combination of entropy and DEMATEL methods to determine the risk index weights of the smart water project and use the cloud model to evaluate the overall risk of the smart water construction project.(4)Taking the X city intelligent water construction project as a case study,the above method model and MATLAB software were used to determine the risk index weights and perform risk evaluation to obtain the overall risk level of the project.Based on the main risk factors and evaluation results,corresponding risk control measures were developed to reasonably control the risks and maximize the benefits of the intelligent water project.The methodological model proposed in this study can provide a more scientific approach and theoretical basis for risk assessment and control in intelligent water construction projects.
