Since the development of water conservancy information construction in China,various regions have been constantly exploring new water conservancy information operation modes,constantly improving and enriching water conservancy information system,constantly breaking through the development bottleneck,and finally realizing leapfrog development,laying a solid foundation for the development of smart water conservancy.However,China’s water conservancy informationization reform started late and developed slowly.It has experienced the development process from agricultural society to industrial society,and then from industrial society to information society,and the transition from the statistical system based on industry and agriculture to the statistical system based on information and communication needs a process of reform.The statistical methods used in the past are based on the background of industry and agriculture,and there are some limitations in data statistics and processing.With the development of information technology,the old statistical system has been unable to meet the needs of modern statistics.At present,there is still a lack of systematic research on water conservancy informatization.Although the National Informatization Indicator System has been published in China,there are great differences between social informatization and water conservancy informatization,and the National Informatization Indicator System is not applicable to the evaluation of the development degree of water conservancy informatization.Therefore,how to measure the current level of water conservancy information industry,how to better optimize the allocation of limited information resources,and finally effectively promote the development of water conservancy information has become an important problem faced by water conservancy information workers.This article first introduces in the context of national informatization construction,water conservancy informatization related theory as the breakthrough point,combined with the characteristics of the water conservancy industry,this paper discusses the problems existing in the informatization construction of water conservancy and water conservancy informatization measurement is expounded the connotation,purpose and significance of comprehensive empowerment by using analytic hierarchy process(ahp)and entropy weight method to determine index weight,avoid the subjective weighting,It has enhanced the objectivity and scientificity,and laid the foundation for the measurement of water conservancy informatization level.The measurement model of water conservancy informatization based on cloud model has been constructed.Taking the development of water conservancy informatization in China in 2015 as an example,the measurement results are consistent with the actual development level of water conservancy informatization in China in 2015.This study improves the scientific objectivity of water conservancy informatization level measurement,and can provide a set of comprehensive,quantifiable and operable scientific and effective measurement model for China’s water conservancy informatization management institutions and relevant departments,and provide reference for current situation analysis and decision-making for realizing the objectives of water conservancy informatization stage. |
