There are a lot of risk factors in the construction of Wuqiangxi Hydropower Station expansion project.In order to ensure the realization of the project construction objectives,it is necessary to implement systematic,comprehensive and in-depth risk management for the project.This paper discusses the mechanism of risk formation and the general process of project risk management,including clarifying environmental information,carrying out risk assessment(risk identification,risk estimation and risk evaluation),and coping with risks.The basic situation of the original power station,the basic situation of the expansion project,the construction characteristics,the construction conditions,the construction traffic,the project characteristics and difficulties,the construction schedule,the general construction layout,the project sub bid scheme and other environmental information of the expansion project of Wuqiangxi Hydropower Station are described.Through risk identification,risk estimation,risk evaluation and other steps,fully understand,sort and quantify risks.The risk identification of Wuqiangxi Hydropower Station expansion project was carried out by using the pre analysis method,25 risks including safety risk,quality risk,progress risk and social stability risk were identified in the early decision-making stage,construction preparation stage,construction stage and production and operation stage of the project,and the preliminary risk list of the project was established.The Delphi method is used to calculate the risk degree of a single risk,determine the risk level of each risk(14 risks are high risks,5 risks are medium risks,and 6 risks are low risks),and establish a risk management index system including 19 risks.AHP is used to evaluate the risk management indicators,and a project risk evaluation model is established.The weight of each risk of the project is obtained through quantitative analysis.Power price risk(0.1448),contract risk(0.1448),design quality risk(0.1205),safety risk(0.1062),legal risk(0.0833),natural environment risk(0.0647),construction quality risk(0.0562),construction bidding risk(0.0502)and other eight risks have weights of 5%or more;The weight of 8 risks,including approval risk of administrative license documents,national policy risk,environmental protection and water conservation risk,management coordination risk,construction resource risk,design schedule risk,investment risk and schedule risk,is between 1%and 5%;The weight of social stability risk,construction site risk and decision-making error risk is less than 1%.The risk response of Wuqiangxi Hydropower Station expansion project is proposed from the macro and specific response measures.At the macro level,it is proposed to establish the risk management system of Wuqiangxi Hydropower Station expansion project from three aspects:organization,system and culture.At the operational level,combined with the results of the project risk evaluation,according to the project risk weight from high to low,this paper puts forward the risk response strategies and specific measures. |
