With the depletion of fossil fuels in the world,the development and utilization of wind power generation,as a representative clean and efficient energy,has been paid more and more attention by countries around the world.When the development of onshore wind power and photovoltaic resources gradually comes to an end,offshore wind power gradually starts the rush for installation with advantages such as abundant wind resources,wide available sea area and relatively few restrictive conditions.The present our country onshore wind project design procurement construction operations system has been relatively mature,compared with offshore wind project development and construction to the grid generation are executed at sea,are greatly influenced by the natural environment factors such as storm tide,moreover,as a typical emerging industries,technical level is still there is a short board,relying on the offshore wind project risk analysis research,It can provide a scientific and reasonable implementation basis for the whole process of project risk avoidance.Compared with onshore wind power projects,offshore wind power projects are operating in a more special natural environment,with more diverse forms of infrastructure,and are facing greatly increased risks.At present,there is little experience in risk analysis and evaluation of offshore wind power projects in the world,and even less experience in China.In view of this situation,this paper conducts risk-related research on SDHY offshore wind power project,discusses the definition of risk of offshore wind power project,analyzes the concept and characteristics of offshore wind power project,and summarizes the existing theories and research results related to project risk management.Through communication with SDHY offshore wind power project construction managers,specific operation staff,technical guidance staff,etc.,play the role of group think tank,realize the basic identification of the risks faced in the project construction cycle.The risk evaluation system of SDHY offshore wind power project is established,and the fuzzy comprehensive evaluation method and analytic hierarchy process are used to comprehensively analyze the influence of various indicators on the risk of offshore wind power project,and the specific risk factors are weighted to calculate the risk level of SDHY offshore wind power project and the weight of each risk factor.Finally,according to the conclusion of risk analysis of SDHY offshore wind power project,the countermeasures based on risk avoidance,mitigation,transfer and digestion as well as the countermeasures for different levels of risk factors are proposed.Finally,the risk monitoring scheme and safeguard measures of SDHY offshore wind power project are proposedDue to the influence of offshore windpower subsidy and grab tide,this project is obviously more difficult than the early offshore wind power project construction.At the same time,studying and discussing the risk of offshore wind power project can provide valuable reference for other similar projects in China and the whole industry.In addition,this article provides relevant experience for project managers and academics in the offshore wind industry,which will help the industry and its practitioners to improve their risk management capabilities and better cope with the complex and changing external environment. |
