A Risk Management Study On Social Capital Investment Based Single Civil Air Defense

With the increasingly severe international situation in recent years,air attack is still the predominant striking method in warfare.Under this circumstance,human defense projects,as a main component of people’s lives and properties protection,is becoming increasingly important.In the period of rapid social and economic development,urbanization has also brought more opportunities and challenges to human defense projects.In order to seek a continuous and stable human defense projects growth in both quantity and areas,as well as promoting its regional functions coordinated development,it is necessary to adopt diversified financing method instead of pure government investment.Other financing method,like social investment,has many unstable factors and can be easily influenced by external conditions because the source of funds is mostly in the form of enterprises financing or borrowing.Some cities attempt to encourage social capital investment based single civil air defense,but there is a high failure rate in some extent.Based on the study of Risk Management and practical situation,this thesis conducted a comprehensive risk analysis and research on Project A.Through learning relative research methods and literature,and comparing with domestic engineering projects with the same function or similar attributes,along with the characteristics of Project A itself,this thesis analyzed and determined the risks by methods like brain storming.Then it got the exposure rating data though AHP and FAHP,which reveals that there were 19 risk factors,mainly including insufficient social fund,uncertain construction time and so on.The result was analyzed together with certain characteristics of human defense projects,like long construction period,high construction cost,geological conditions over-relying,unexpected risks,unstable social investment,etc.At last,the result was summed up and some measures and monitoring ways were proposed.As of this thesis,there has been a number of social capital investment based single civil air defense,while only a few of them can be accomplished and placed in operation with stable capital flow.There is less study about the risk research and management of this kind of projects.This thesis aims to sum up and analysis the risk emphasis by Project A and provide advice and suggestions to other social capital investment based single civil air defense projects in the future.
