| With the rapid development of China’s economy,the Capital International Airport has been unable to meet the people’s demand for air travel,the construction of Beijing Daxing International Airport is particularly important.As an important supporting infrastructure of Beijing Daxing International Airport,the rail transit of Beijing New Airport Line plays a particularly significant role in optimizing urban spatial structure,alleviating traffic congestion,guaranteeing travel time and protecting the environment.It is an indispensable and important link to provide services for Beijing Daxing International Airport.However,the construction of Beijing’s new airport line needs to invest a lot of money.In order to guarantee the quality of the project and relieve the economic pressure of the government,PPP mode has become the priority choice for the financing and management of the rail transit project of Beijing’s new airport line.The Beijing new airport line rail transit project has large investment,long period and many risk factors.How to effectively manage the risk is the key to ensure the smooth implementation of the project.This article in the PPP project and risk management related theory and the basis of the existing research results at home and abroad,from the perspective of social capital,from the early stage of the project decision-making stage,middle construction stage and the late operation stages of Beijing’s new airport line project discussed and analysis,and discusses its current problems relating to the risk of,After brainstorming with experts,a list of risk factors composed of 15 risk factors in three stages was determined,and a risk evaluation index system was constructed.Key risk factors were found by using analytic hierarchy process and subjective evaluation method: charge price change risk,construction cost overrun risk,operation cost risk,supply and procurement risk.Finally,the risk coping strategies and risk management suggestions for SZ Company of the PPP project of Beijing New Airport Line are given. |
