Research On Risk Management Of Utility Tunnel PPP Project From The Perspective Of Social Capital

The comprehensive corridor is an important part of municipal infrastructure construction.It realizes the intensive use of urban land.PPP(Public-Private Joint Venture)model can relieve the financial pressure of government departments,improve the level of project management and operation,and social capital can obtain long-term benefits.Due to the large investment quota,long payback period and unclear income standard of the PPP project of the comprehensive pipeline gallery,the social capital faces great risks.Therefore,from the perspective of social capital,risk management of the PPP project of the comprehensive pipeline gallery can ensure the smooth implementation of the project construction,achieve the investment goal and promote the rapid development of the PPP project of the comprehensive pipeline gallery.Firstly,this paper elaborates the concept,background and research status of comprehensive pipeline gallery and PPP model at home and abroad,analyses the necessity and feasibility of combining comprehensive pipeline Gallery Project with PPP model,analyses the function of social capital in PPP project of comprehensive pipeline gallery,and expounds the risk characteristics and risk management process of PPP project of comprehensive pipeline gallery.In order to overcome the limitation of single identification method,the method of combination of WBS and RBS is selected to identify the risk of PPP project of comprehensive pipeline gallery,and the non-key risk factors are screened by expert questionnaire method.The risk evaluation index system of PPP project of comprehensive pipeline gallery is established,which combines the ternary interval number and combination weighting method.A comprehensive evaluation model of PPP project risk management for comprehensive pipeline gallery is established.Through identifying and evaluating the actual cases,the validity of the comprehensive evaluation model constructed in this paper is verified.Finally,according to the results of risk evaluation,the risk sharing scheme and risk response measures for PPP project of comprehensive pipeline are proposed.This study provides a reference for the social capital to participate in the PPP project of the comprehensive corridor,reduces the investment risk of the social capital,improves the project management level,and increases the enthusiasm of the social capital to participate in the construction of the comprehensive corridor.
