Research On Local Railway EPC Project Governance

With the development of railway construction industry,China’s railway investment and financing system and construction mode are also constantly reformed.The state is vigorously promoting the implementation of EPC mode in railway construction industry.Many railway EPC projects have been implemented in the field of local railways invested and constructed by local governments and social capital.With the continuous promotion of EPC mode in the field of local railway construction,many problems also appear.Therefore,this dissertation studies the local railway EPC project governance,makes a theoretical analysis and puts forward suggestions for the problems existing in the local railway EPC project,and provides help for the application of EPC mode in the railway industry.Firstly,this dissertation combs the research status and theory in the field of project governance,and selects the main context and theoretical methods of the research.Then,this dissertation analyzes the current situation of local railway EPC projects to provide a basis for case selection.This dissertation selects typical local railway EPC project cases,conducts field research,obtains a large number of case data through semi-structured interviews and other methods,and obtains the theoretical model of local railway EPC project governance through grounded theoretical analysis,that is,the governance structure is an independent variable,the governance mechanism is an intermediary variable based on the governance structure,and the final dependent variable is the performance of the project,Policies and other safeguard measures play a regulatory role.Put forward problems and analyze the reasons for the main elements of project governance.Then,this dissertation analyzes the case practices with good project performance,obtains the suggestions of experts on local railway EPC projects,and obtains the governance path of local railway EPC projects through grounded theory,that is,taking contract governance and relationship governance as the main methods and means,first improve the project governance structure,Make the contractual relationship between the subjects clear,complete the initial allocation of responsibilities and rights,smooth the internal communication of the general contractor,and then construct the governance mechanism,so that the responsibilities and rights of the project can be reasonably and dynamically allocated and adjusted,so as to make the project smoothly implemented and produce good project performance.Finally,this dissertation puts forward some suggestions on local railway EPC project governance.In terms of governance structure,starting from the reasonable selection of construction mode and governance subject,combing and improving the contract governance and relationship governance between governance subjects and the internal relationship governance of EPC general contractor are divided into three parts.The first is to reasonably select the mode of project construction,clarify the governance subject,reasonably select the project mode and give full play to the advantages of the mode;The second is to improve the contract governance and relationship governance among the project governance subjects,so as to make the contract relationship between the subjects more clear and match the responsibilities,rights and interests stipulated in the contract relationship;The third is to improve the internal governance structure of the EPC contractor and conduct relationship governance within the EPC contractor.The suggestion of governance mechanism is to optimize the mechanism through game theory.On the optimization design of residual control negotiation mechanism,this dissertation discusses it by classification,constructs different tripartite game models,obtains the Nash equilibrium results of project residual control negotiation,and makes a simple analysis and verification through an example;In the optimization design of incentive and restraint mechanism,this dissertation focuses on the allocation algorithm of project positive incentive,improves the Shapley value method,obtains the incentive allocation algorithm of the project,and provides a numerical example for simple analysis and verification.It is hoped that a series of suggestions can provide reference for the future local railway EPC project governance.
