Research On PPP Project Governance Of Utility Tunnel

Utility tunnel is a part of infrastructure construction and plays a vital role in the development of regional economy.Although the short-term cost of the utility tunnel is relatively high,the long-term benefits are considerable,and it has gradually become a hot spot in urban municipal construction.Compared with other municipal projects,the development time of utility tunnel construction in my country is relatively short,the management level is low,and the professional technology is relatively backward.The relationship between the main bodies of project governance is complex,and the governance system is always in the initial stage,which greatly hinders the development of the project.Therefore,it is necessary to carry out research on the PPP project management of utility tunnels,and provide reference for stakeholders to re-examine the PPP project of utility tunnel from the perspective of project governance.Implement the cutting-edge concept of project governance into the practice of utility tunnels,and create conditions for the further promotion of the PPP project of utility tunnel.Firstly,the current situation and problems of PPP project governance of utility tunnels is studied in the thesis.Clarify the governance subjects and role relationship of the PPP project of the utility tunnels,and analyze the development and characteristics of the dimensions of governance.Based on factual data and literature data,it expounds the problems existing in the governance of PPP projects in my country’s utility tunnels from two aspects: contract governance and relationship governance.Contract governance has problems such as frequent civil lawsuits,defects in standard texts,and lack of paradigms in corridor entry agreements.Relationship governance has problems such as unequal status of subjects,neglect of maintenance of the relationship between governance subjects,low participation of marginal governance parties and risks in this governance model.Then analyze the causes of the problem through grounded theory,and finally attribute it to three aspects: the imbalance of responsibility-power-interest relationship between the project subjects,opportunistic behavior and failure to establish a good partnership.On the basis of the above research,from the five dimensions of governance subject,project stage,governance dimension,governance scope and subject relationship,establish the HHM model and focus on the relationship between the responsibility-power-interest of the governance subjects,and preliminarily identify the PPP project governance impact of the utility tunnels From the list of factors,we obtained 24 factors in 7 dimensions: environment,system,model,guarantee,ability,relationship,and consciousness.Further through the DEMATEL model and KPI value screening,17 key influencing factors in the governance process are obtained.Finally,corresponding countermeasures and suggestions are given from the three aspects of subject participation,institutional guarantee and relationship coordination to promote the rapid development of the PPP project governance mechanism of the utility tunnels.
