With the sustained and rapid development of China’s market economy,state-owned enterprises as an important part of national economy,is playing a more and more important role,after a series of reform of state-owned enterprises back to glow the new vitality,in the complicated environment both at home and abroad,is a kind of brand-new appearance in the global market competition.As an important industry of national economic development,construction industry has become an important engine and accelerator of China’s economic development,and state-owned construction enterprises,as the main body of the construction industry,play an increasingly prominent role in the market.In the face of increasingly fierce market competition,innovation and vitality have become indispensable key factors for enterprises,and the concept of core competitiveness and special human capital has been deeply rooted in people’s minds.Enterprises need the support of high-quality talents with modern enterprise management knowledge and ability to help them grow bigger and stronger no matter they want to realize diversified development strategy or improve independent innovation ability.However,state-owned construction enterprises still have outstanding problems to be solved in talent training,such as insufficient matching degree of personnel and posts,talent team fault,age shortage,etc.,and the training of middle management personnel and system construction is the most important among them,which is attracting more and more enterprises’ attention.As a key group in the management system of state-owned enterprises,middle managers are the backbone of the enterprise management team and play a key role in connecting the preceding and the following.The ability and quality of middle managers directly determine the future of enterprises and play a very important role.In fully implementing the three state-owned enterprises under the background of system reform,this paper takes in phase change of M company as an example,according to the modern human resources management concept,to the enterprise strategy as the guidance,in-depth analysis of current company’s middle management training,timely find out the company’s middle management problems that exist in the training process,at the same time to carry on the deep analysis of the causes,Then,taking the construction of the competency model of middle management personnel as an important starting point,it puts forward the measures to optimize the training of middle management personnel.This paper adopts literature research,questionnaire survey,interview,such as principal component analysis method of M enterprise middle managers competency quality factor is extracted,eventually build up a set of middle management competence quality model,covering six dimensions 18 competent for quality characteristics,and combining the reality of M enterprise put forward the relevant measures of training the middle managers,In order to promote the high-quality development of enterprises to lay a solid talent foundation,but also for other state-owned enterprises with the same type of reference.
