Since the COVID-19 outbreak in 2020,many local governments in China have begun to relax market requirements and encourage the development of the vendor economy,in order to provide employment opportunities,generate income,improve living convenience and urban cultural vitality.However,vendor activities often bring about spatial problems such as traffic congestion,environmental pollution,and cityscape destruction,which increase the burden of urban management and ultimately limit the further development of the vendor economy.In order to realize the healthy and orderly development of the vendor economy,the vendor space must be managed well.Looking back on the previous studies on the governance of vendor,scholars mostly suggested that it should be carried out by means of laws and policies,but rarely used urban design methods and lacked specific design methods.Therefore,this paper takes Tianxin District of Changsha City as an example to explore concrete urban design methods for the governance of the vendor space.First of all,through on-the-spot investigation,it is found that there are many informal stalls in Tianxin District,which are widely distributed and scattered,and also bring many urban problems.The negative impact of formal stalls on urban space is much lower,but the formal vendor space is far from enough,the basis for site selection is insufficient,and the space design is simple.In order to solve the problem of vendor space in Tianxin District,the research compares the policies and strategies of vendor space governance in Singapore,Japan,South Korea,the United States,India and China,and finds that the means of urban classified layout and management and spatial detailed design are worth learning from,but the research also believes that the location of stall space layout in various places is still lack of systematic consideration.Therefore,this paper proposes the following governance ideas: at first,clarify the needs of operators,consumers,and managers for the location and layout of stalls,and then take questionnaire data for operators and consumers and the planning document index requirements from managers as the scoring basis.By integrating multi-source data,a logistic regression model is established,using GIS tools such as buffer zone analysis,overlay analysis and spatial connection,Construct the suitability evaluation model of the economic activities of the urban street stalls which integrates the needs of the three parties.The scores of the three models are summed up and then graded,and based on this,the urban streets in Tianxin District are sorted into prohibited,restricted,permitted,and encouraged categories,and the corresponding hierarchical management and control requirements for vendor space are proposed.After determining the space layout,the study puts forward tough indicators and guiding principles for the specific design of the vendor space from seven aspects: design principle,form determination,scale restriction,location selection,image design,facility environment and design process.Finally,through the empirical research of the four streets,the feasibility and scientificity of the space management method for street stalls in Tianxin District were tested,and the specific process was sorted out.The specific methods of vendor space layout and design proposed in this paper can provide the government with a new idea and reference technical route for vendor space governance,so as to promote the normalization and sustainable development of vendor economy. |
