The street vendor is an ancient profession.According to the literature,it existed in China from the Spring and Autumn Period.It is widely distributed in almost every country around the world with the same form.It provides people with a large number of employment opportunities and earnings.But it also causes much trouble,such as: affecting the appearance of the city,blocking traffic,food safety issues,tax evasion,security risks,etc.In the early days of the founding of the People's Republic of China,the government had begun the management of the street vendors for the Public Interest.After the reform and opening,the Urban Management and Law Enforcement was established as the main management department of the vendors.However,in recent years,there have been more and more “Bleeding events” between the urban management teams and street vendors,the members of urban management team always carried out their Official business with violence,and the vendors fought back with violence.Although the current management of the vendor is based on the combination of unblocking and blocking,but its practice is difficult,and the mainstream management strategy is still expelled.Therefore,the “cat and mouse games” of the urban management teams and street vendors are frequently appeared,and its governance effect is not satisfactory,vendor management is still in troubled water.China's existing vendor management research has analyzed the dilemma of the vendor management in different regions of China(Beijing,Shanghai,Guangzhou,etc.),summarized the governance experience,and proposed some suggestions such as the authorized vending sites,time-limited operation,government-led and Multi-subject participation governance's platform.This paper takes the governance of the street vendors in Changsha City as the research object,uses field research and interviews to collect first-hand data,summarizes the cognition and predicament of the governance situation of the street vendors in Changsha,and conducts experience in the management of foreign cities in Delhi,Bangkok and Portland.Summarizing the comparative analysis of the three cities,combined with the actual situation of Changsha,the conclusion points out that the vendor management must first recognize the value of the vendors,throw away the previous prejudice against the vendors,and regard it as an ordinary occupation and incorporate it into the commercial approval management system,Improve the upper legal system of vendor management and clarify the legitimacy of vendors.The use of time-based,region-based,multi-sectoral coordinated vendor management model allows stakeholders to participate in the negotiation and management of vendors,and resolve the conflicts that arise under the current single-sector governance.Based on the biggest historical background of the great rejuvenation of the Chinese nation in the new era,this paper provides some ideas for the modern governance of the cities.
