Research On The Role Of Government In Urban Renewal

Along with the increasing urbanization in China,urban renewal is no longer limited to mega cities with developed economies.The demand for public facilities such as education,medical care and living environment will continue to increase in new urban renewal,and urban renewal has become a public management tool for local governments to improve urban quality,meet residents’ needs and stimulate economic redevelopment.This paper takes the urban renewal practice of Hubei Village as an example,combined with the policy changes of urban renewal in Shenzhen,this paper explores the problems and dilemmas existing in the role positioning of the government in the development process of urban renewal,so as to help the government effectively play a guiding role in urban renewal and improve the policy and governance mechanism of urban renewal.This paper comprehensively adopts literature research method,in-depth interview method,comparative analysis method,case method and field investigation method to analyze and study the role of the government in the renovation of Shenzhen Hubei Village,a typical case.Papers on urban renewal,in summary,research on the role of government related to urban renewal,land development,the government role and the responsibilities of the urban village transformation,the functions of the government,the government decentralization theory,public choice theory,illustrates the concept and theory,and the theory of urban governance on the basis of combing the shenzhen city bei village update general situation and lake city renewal process,Analyzes the evolution of the government’s role in the process of updating and the role evolution logic,in-depth analysis of shenzhen bay lake village government’s role in the process of upgrading the existing problems and reasons,put forward the countermeasures and Suggestions of the role of government in urban renewal,mainly include the following: 1,perfecting the construction of urban renewal system,further clarify the functions of the government;2,adjust measures to local conditions,adjust measures to local conditions,effectively play the role of government guidance;3.Establish a multi-party participation mechanism as a mediator of multi-party interests;4.Act as an agent of public interests to protect urban public space and history and culture,provide public service facilities,and safeguard public interests;The mechanism of profit distribution of urban renewal should be established to recover the value added of land through land tax and land repreparation.5.Improve the market supervision system and better play the role of regulators.The research of this paper has enriched the research on the role of the government in the renewal and reconstruction of Hubei Village,and also has a reference significance for the urban renewal of the whole China.
