| In 2021,the "14th Five-Year Plan" clearly proposed "implementing urban renewal action",and urban renewal has become an important issue for China’s high-quality urban development.As one of the targets of urban renewal,urban villages are a major challenge in the renewal process due to the duality of the system,complexity of property rights and diversity of interest subjects.During the long-term exploration and practice,it has become a consensus that urban villages should avoid large-scale demolition and construction,scientific assessment,and coordination of multiple interests and demands.However,in reality,there are still problems such as single regeneration method,low satisfaction of residents,and confusion of regeneration timing.Many urban villages are regenerated only from the government’s perspective,ignoring the importance of villagers’ interests and coordination of multiple demands,which makes it difficult to promote the regeneration work;some cities have prepared urban village regeneration plans,but they cannot play the role of planning guidance due to the lack of scientific and effective preliminary assessment.The lack of consideration and coordination of stakeholders’ demands and the lack of pre-regeneration evaluation of urban villages has become one of the constraints to urban village regeneration.For this reason,several cities in China have made active exploration.In Shanghai,the pre-renewal evaluation is a key part of the planning and action plan;in Chongqing,10 special indicators for urban renewal,such as population density,have been added to identify problems and needs and assist in the preparation of urban renewal implementation plans;in Changsha,a "six-step working method" has been adopted to make urban physical examination a pre-requisite element of district renewal.It can be seen that the relevant decision-making level has realized that pre-renewal evaluation is an important prerequisite for accurately identifying the shortcomings of urban village renewal and tapping and quantifying the development potential of urban villages.Core stakeholders have greater influence on urban village renewal,and may even have a decisive impact on the renewal and transformation direction.The core stakeholders’ demand for urban village renewal not only reflects the problems and shortcomings of urban villages,but also the benefits and potentials of urban village renewal.Therefore,this study evaluates the magnitude of each core stakeholder’s demand for urban village regeneration from the perspective of core stakeholders,and proposes planning strategies for urban village regeneration accordingly.Based on the field research and literature study of urban villages in Xuzhou,the study firstly clarifies the evolution of the formation and development of urban villages in Xuzhou,and analyzes and summarizes their current characteristics and problems,as well as the dilemmas faced by regeneration in the process of continuous urban development.After that,the evaluation framework of urban village regeneration demand is constructed from the perspective of core stakeholders,and the core stakeholders of urban village regeneration in Xuzhou are identified as villagers,government and developers.Finally,the renewal demand of 42 urban villages in Xuzhou was evaluated with the help of GIS spatial analysis and calculation function,and the renewal timing arrangement and renewal subject model of urban villages in the main urban area of Xuzhou were proposed based on the evaluation results.By evaluating the renewal needs of core stakeholders,the study provides a scientific and reasonable basis for the arrangement of renewal timing and the selection of renewal main model for urban villages in Xuzhou,which is of positive significance to improve the effectiveness and operability of urban village renewal planning. |
