Research On The Role Of Government In Urban Renewal Space Governance

Chinese rapid urbanization has lasted for more than ten years,and urban space has entered the stage of rapid expansion.However,the constraint of space and the bottleneck of resources force urban development to transform from the extension expansion mode dominated by increment to the connotation promotion mode dominated by stock optimization.Stock renewal has become an important way of urban space expansion.It is obvious that the traditional planning system of technical means and linear problem-oriented research methods and government administration-led or realty oriented governance model has been unable to solve more complex interest disputes and game problems.In the practice of urban renewal,the role relationship formed by each governing body based on resource allocation and interest game determines the content and result of urban renewal to a large extent.Only by paying attention to the interest game in urban renewal and the coordinated governance of each governing body can the current complex stock planning problem be solved.Under China’s national conditions,the government has always occupied an important position in urban planning due to its unique administrative resources and organizational advantages,and the reasonable definition of the role of the government is the basis and guide for the effective transformation of government functions to realize urban governance.Therefore,this paper combines the current situation of urban renewal governance with the role of the government as the main research entry point to determine the internal governance mechanism and development direction of urban renewal in the future,hoping to explore the spatial governance mode that conforms to the characteristics of its stage.First of all,based on the intrinsic mechanism in the urban renewal space governance and the role of government as starting point,theory of city government as the main theory tool,construct the overall space governance under the perspective of the overall model of the government’s role,and based on this meta-model differentiation out of the four typical different space governance model under the guide of the government’s role: Government leading,government guidance,the government control and extension of theoretical assumptions-type government regulation,through the analysis on government regime,factors of urban development and the evolution of the market and social forces under the urban renewal presents the effect of different space,and combining the lake update projects in the bay of empirical study,for further verification.Follow the research idea of "background analysis--update process--government participation path--interest interaction--spatial effect",and lay an empirical foundation for the following analysis of the evolution logic of the role of the government and the demonstration of the evolution direction.Finally,and draws the following conclusion.On:First,the role of the government in the urban renewal of shenzhen changed from the initial role of "assisting managers" to "night watchman" and then gradually evolved into "guiding and controlling person",forming an evolutionary stage of multiple participation under the active regulation of the government.At the level of planning implementation,the government has broken through the previous policy orientation focusing on material transformation and space management and control,emphasizing the system design of overall planning,balance of interests of all parties,administrative control,public interests and multiparty participation,etc.,moving from benefit sharing to responsibility sharing.Secondly,the evolution of the role of the government is on the one hand due to the passive response of the government under the macro-context of the current governance modernization and the dual constraints of the construction of the underlying order;Thirdly,under the institutional characteristics of China,the governance model of effectively strengthening and updating the government’s active guidance and regulation will become the development trend of space governance in key regions in the future.In addition,while strengthening government administrative intervention,the government should clarify the boundaries of power and become a limited government with decentralization.Finally,the paper puts forward differentiated implementation paths and policy Suggestions for the government role in urban renewal space governance.
