| To achieve the dual carbon goals of "carbon peaking" and "carbon neutrality",energy is the "main battlefield" and electricity is the "main force".Since China proposed to expand the application scale of new energy vehicles in the public service field in 2014,and proposed the construction of charging facilities in the public service field in 2015,China has been enthusiastic about the construction of dedicated charging infrastructure for pure electric buses.However,the management problems of bus charging facilities,such as the lack of ystematic planning for facility construction,inconsistent technical standards and operation platforms,and many potential safety hazards,have become increasingly prominent.From the perspective of the joint construction,management and enjoyment of multiple subjects,the author deeply investigates the current management status of the construction,operation and safe operation of public transport charging facilities in Guangzhou and the general situation of the government’s performance of duties.The author also defines the government role and department responsibilities in the management of public transport charging facilities.On the basis of clarifying the four major government functions of macro-control,provision of public products and services,market supervision and social management,the author discusses and researches the defects of government functions in the management of public transportation charging facilities in Guangzhou,and analyzes and proposes that there is a vague definition of government roles,excessive pursuit of short-term political achievements,lack of standardized management thinking,low overall position,lack of awareness of limited government and other essential reasons.By clarifying the necessity and importance of the government to speed up the transformation of functions and realize common governance,the author proposes countermeasures to improve the government functions in the management of public transportation charging facilities in Guangzhou.That is to strengthen the market access mechanism,establish a charging service quality evaluation mechanism,attach importance to the scientific planning of facilities,build an integrated charging service information platform,improve the policy,regulation and standard system,strengthen comprehensive and coordinated law enforcement,optimize the financial subsidy mechanism,and build a public facility safety supervision system,Unite social capital organizations and explore measures such as building a multi-governance model.It is hoped that the government will extend a "visible hand",pick up the "baton" under the multi-subject co-governance model,accurately position functions and responsibilities,so as to standardize the management of bus charging facilities,actively promote the promotion of new energy policies,and help achieve the dual carbon goals of "carbon peaking" and "carbon neutrality". |
