With the accelerating progress of urbanization,the spurt of fuel industry and auto industry development brings us the superiority of modernization as well as city disease:the air quality plunges while the difficulty for people going out and commuting soars. According to the Wagner’s law, there is a proportionality between the public service that the government provides and the level of social development. In order to solve environment and transportation problems, government formulates public transportation priority policy,encouraging "Non-motorized Traffic" development.It was just against this background that some cities in China such as Hangzhou, Wuhan and Shanghai started to construct public bicycle service (PBS) aiming at "solving the last kilometer problem". At present,there will be over sixty-one cities introducing PBS nationwide in a row,including the capital of Guangxi Zhuang Autonomous Region,Nanning. It is a moment when experience summary is badly needed. In order to acquire comprehensive information of PBS operation situation and development, the author conducted questionnaire surveys on users, telephone interviews with government institutions and enterprises. Based on the documents,data and case study, this paper analyses the existing problems of current PBS supply mode from the perspective of public goods supply theory and polycentric governance theory, and then puts forward the supply mode diversification of urban PBS and its realization approach with the aim of providing beneficial references for the sustainable development of PBS in China.
