Research On The Problems And Countermeasures Of The Work-Relief Policy Under The Background Of Rural Revitalization

Work-relief is an important measure of development-oriented assistance,with multiple functions such as stability maintenance,relief,support,and construction.It plays a unique and significant role in consolidating and expanding the results of poverty alleviation and effectively connecting with the rural revitalization strategy.Since the end of 2019,the National Development and Reform Commission and other ministries and commissions have repeatedly issued policy documents on work-relief,requiring active promotion of work-relief in the field of agricultural and rural infrastructure construction.The outline of China’s 14 th Five Year Plan also points out that the implementation of work-relief should be strengthened to attract people to find jobs nearby.In view of the above,taking L County,Sichuan Province as an example,this study has analyzed implementation status,existing problems and causes of the work-relief policy under the background of rural revitalization to break the obstruction and optimize the implementation of work-relief for the comprehensive promotion during the national "14th Five Year Plan" period.The main research methods are the literature research and field investigation.First of all,this study traces the relevant policies of work-relief issued by the state,Sichuan Province and L County since the 18 th National Congress of the Communist Party of China,and analyzes the construction of policy frameworks at all levels.After that,the author sorts out the functions that the work-relief policy should play in the context of rural revitalization,which are concluded as absorbing low-income people to find jobs nearby,stimulating recipients’ endogenous driving force for the self-development,providing resources for the economic development of the area surrounding the project sites,exercising the organizational ability of grass-roots civil servants,and stimulating people’s patriotic feelings,so as to consolidate and expand the results of poverty alleviation and comprehensively boost rural revitalization.Secondly,the study showed the implementation subjects and processes of work-relief projects in L County,and summarized the performance of the policy.Based on the analysis of cases and in-depth visits results,this study found that the current work-relief policy implementation dilemma in L County includes the following points.On the one hand,from the perspective of the implementation effect,the coverage of the work-relief policy is small,and the direct benefits to the masses are few.Moreover,the role of the work-relief policy in helping the masses is limited.Finally,the driving ability to the regional economy is weak.On the other hand,from the perspective of the implementation process,the implementation of the work-relief excludes villagers from building their own projects.Then,the evaluation dimension of the work-relief project is not perfect.In addition,the promotion of work-relief is weak.On this basis,the author uses the two-factor theory to analyze the causes of the problems,including imperfect implementation guarantees,insufficient capacity of executor,low participation enthusiasm of all parties,and the key link in the implementation process is not perfect.In view of the causes of the problems,some optimized countermeasures are put forward.Initially,establish and improve the villagers’ self-construction and promotion of the method of work-relief and other related systems,introduce participatory evaluation models,improve the fault tolerance and incentive mechanisms,construct villagers’ interest coupling mechanism,etc.Furthermore,increase the investment of funds.Additionally,strengthen the top-level design and ensure grass-roots work force.Finally,optimize important parts such as departmental coordination and skills training.
