Research On The Path Of Chengdu Rural Area Development In The Context Of Rural Revitalization

The 19 th National Congress of the Communist Party of China officially proposed the "village revitalization" major strategy and became the general program and central task of the agricultural and rural work in the new era.After more than ten years of urban and rural integration practice in Chengdu,the rural economy has achieved rapid development,and the income gap between urban and rural areas has been shrinking.Under the active exploration of urban and rural planning,Chengdu has experienced a variety of new agricultural management methods,but it also faces problems and challenges such as insufficient economic benefits,lagging security systems,and imperfect supporting services.In addition,the existing rural land transaction system has been difficult.Adapting to the current economic development situation,there are many problems.Facing a series of predicaments currently encountered,it is a key problem facing Chengdu to seek a practical,effective and effective rural development path suitable for Chengdu’s agricultural development.Firstly,through the theory and practice of rural space development at home and abroad,this paper concludes that the construction of rural development path in Chengdu should focus on the optimization of agricultural management mode,the layout of agricultural spatial layout(including the future scale of rural space),and the protection of rural land transaction system.Three aspects are unfolding.Secondly,through the comparative study of the main agricultural land management methods in Chengdu,the advantages and problems of Chengdu’s current agricultural management methods in terms of business scale,agricultural benefits and farmers’ income,agricultural risk prevention and control,and rural infrastructure construction are summarized.Third,the study of rural spatial characteristics in Chengdu.Through the analysis of the current situation of rural new-type communities in Chengdu,the current industrial space layout and the current layout characteristics of rural cultural tourism resources,the research foundation is laid for the determination of the scale of the post-space and the spatial layout of the space.Fourth,the research on the reform direction of rural land transaction system in Chengdu.Through the overview of the process of rural land transaction system reform in Chengdu and the existing rural land transfer model,the paper proposes the optimization proposal of the existing model and the reform direction of the rural collective land market entry transaction.Finally,combined with the rural revitalization strategy,the paper puts forward the policy setting of Chengdu rural development path under the background of rural revitalization,namely,the combination of excellent mode,fixed scale,falling space and insurance system.The excellent way is to reform the rural land property rights system,improve relevant laws and regulations,and support the cultivation of new agricultural land management entities,and optimize the existing large-scale agricultural operation mode;the scale will be through the construction of the urban urban system,measuring the carrying capacity of the rural population,and arranging the future rural areas.Space scale,and with this as the goal,continue to promote the urbanization process;the space is the use of spatial planning means to build the basic pattern of urban rural space development,guide the development of rural population and industrial agglomeration;the insurance system is based on the reform of rural land transaction system Path to establish institutional guarantees for rural spatial development.The paper takes the Chengdu Rural Revitalization Demonstration Corridor plannings as examples,and elaborates on the above development path.In order to provide some reference for future related work.
