Study On Cooperative Management Of Vehicle Charging Piles In Community

At present,under the influence of the development of environmental protection and the increasing shortage of energy,electric vehicles have gradually replaced other types of transportation because of their advantages such as convenient charging and long running time.Under the incentive of favorable policy of new energy vehicles in China,electric vehicle industry develops rapidly.Electric vehicle charging problem,however,has encountered the unprecedented huge competition and challenge,the community car battery pile of collaborative governance problem,which involves many contents,benefit and the department,the lack of policy support,but the current domestic and foreign theory system is difficult to solve those outstanding problems that the coordinated development of charging pile,still need to further improve.Charging pile as a quasi-public product,this article from the perspective of collaborative governance analysis community development problem charging pile,charging pile as the breakthrough point,to community with L city as an example,using semi-structured interview method,case analysis and comparative analysis,combing the government,the electric car carrier,SGC,social organizations and citizens to build plural co-govermnet charging current situation and characteristics of pile.What are the problems of focusing on new energy vehicle charging?What causes the charging problem?How to solve the charging problem?Three questions.According to the characteristics of collaborative governance of community charging piles in this region,this paper thoroughly analyzes the charging problems of new energy vehicles from four aspects of hierarchical coordination,departmental coordination,government-enterprise coordination and social coordination.The reasons are mainly reflected in subjective understanding,government orientation,market mechanism,management system and funds input.Finally,In view of the problems exposed at present,through the analysis of the causes,the corresponding countermeasures are put forward to deal with the current stage of automobile charging pile:first,to strengthen consciousness cultivation and promote the collaborative governance of charging piles.Second,social pluralistic participatory governance to improve the collaborative governance of charging piles.Third,to build a legal environment for prevention and control.Fourth,expand market supply and improve quality from the source.
