Construction of green and livable villages and towns,it is an important measure to fully implement the "Rural Revitalization Strategy" of the 19 th National Congress of the Communist Party of China and implement the general requirements of "prosperous industry,livable ecology,civilized rural customs,effective governance and affluent life".In the context of the "Rural Revitalization Strategy",the rural ecological environment must be protected and improved,and the construction and development of green and livable villages and towns must be promoted.However,my country does not yet have mature practical experience in green and livable villages and towns construction projects,and there are problems in the selection of engineering project management modes of "multi-objective incoordination,multi-stage non-convergence" and "regulation,construction and management" are not combined,which is directly manifested in the problems of single mode,mixed use and ignoring the secondary mode in the management of green and livable villages and towns construction projects.At present,there are no theoretical conclusions in the academic circles and there is still a blank.Therefore,how to choose a suitable project management model for green and livable villages and towns construction projects has become of practical significance and theoretical value.Firstly,this article is based on the evolution of green and livable villages and towns policy documents,explains the connotation of green and livable villages and towns,and the characteristics of green and livable villages and towns construction projects.And clarifies the classification of green livable villages and towns construction projects.Secondly,divide the commonly used domestic and foreign engineering project management models into 3 first-level models and make detailed classifications,obtain 9second-level models under the general contracting model,and 10 second-level models under the privatization model of public facilities and services.Thirdly,based on the analysis of 10 documents,18 policy documents and nearly 40,000 words of interview texts,an indicator system was established for the selection of green and livable villages and towns project construction management mode,and verified through factor analysis to finally establish the project information,political environment,social environment,and ecology.Environment,the owner’s ability,the owner’s target requirements,and the owner’s preference for the project management model selection of 6 first-level indicators and 29 second-level indicators.The indicator system is represented by case characteristics,and a case database of green and livable villages and towns construction projects is established and set in Library standards.Finally,this article proposes a "three-step" project management model selection model.The first step is to determine the preliminary match between the type of project and the management model according to the policy document,and the second step is to build a case-based reasoning project management model selection model,using the nearest neighbor The algorithm selects the similar source case with the largest threshold to determine the first-level project management model.In the third step,the uncertain multi-attribute decision-making model is used to compare and select the best project management second-level model,and the program with the smallest deviation is selected and compared with the actual situation.Comparative analysis to verify the operability of the model.This paper takes a new rural complex project in a village as an example,adopts the "three-step" project management model selection model to determine the selection of the E+PC mode under the EPC mode for a new rural complex in a village,compare and analyze with the actual situation of the project to verify the feasibility of the method.Introduced the selection process of the project management model,provided case references and theoretical references for accelerating the completion of green and livable villages and towns construction projects,and provided an effective method for future green and livable villages and towns construction project management.
