The continuous occurrence of all kinds of emergencies seriously affects the national social stability,economic development and even people’s lives and health.The construction and improvement of the emergency rescue system is particularly important.In recent years,China has continuously introduced relevant policies and systems for the mutual coordination between general aviation and emergency rescue,and the construction and layout planning of emergency material storage warehouse are also gradually encouraged to combine with the advantages of general aviation rescue.Therefore,comply with the state of navigable emergency rescue and emergency supplies reserve policy trend of development,to ensure "the capital economic circle" in the face of the Beijing-Tianjin-Hebei region emergency supplies reserves under emergency support capability,in this article,based on a navigation aid system for emergency supplies repertory Beijing-Tianjin-Hebei region location planning research,finally get scientific and reasonable plan of site selection of emergency supplies repertory.This article firstly sorts out the academic research status of emergency logistics and the site selection and layout of emergency material storage through literature research,and then analyzes and summarizes the current situation and existing problems of China’s overall navigation rescue system and emergency material storage in the Beijing-Tianjin-Hebei region.In Beijing-Tianjin-Hebei region emergency supplies reserve the location layout as the goal,respectively for timing constraints,as well as economic,social,transportation,and navigation ability of macro factors affecting condition to build the set covering model and AHP evaluation model,combining quantitative method and qualitative method,the optimal location layout scheme of the emergency material storage warehouse that not only meets the timeliness requirements,but also realizes the maximum coverage of the demand points of emergency materials in the region is finally obtained,namely: In the early stage of the development of the general aviation emergency rescue system,the emergency supplies storage depot in the Beijing-Tianjin-Hebei region should be built at the location of Huairou Beizhai heliport,Taocheng Heyan Airport and Tangshan Nanhu Airport or within the maximum distance of 15 kilometers,and a reasonable site with a construction area of5,000-7,800 square meters should be selected.In the later stage of development of the general aviation emergency rescue system,the Beijing-Tianjin-Hebei region should prioritize Beijing Badaling Airport,Tianjin Airport,Dingzhou Shuaicun Airport,Qianan Wuzhongan Helicopter Field,Botou Haocun Airport,and Handan Dongzhangbao Airport in the above six locations or within the maximum distance of 15 kilometers.Select a reasonable site with a building area of5000-7800 square meters to gradually improve the construction of emergency material storage warehouse.
