| In the period of high-quality development,maintaining and increasing the value of natural resources has become the core task of territorial spatial planning.Meanwhile,the concepts of ’chasing for GDP by land transaction’ and ’ GDP-oriented development’have been gradually modified during the process of urbanization.Ecological space is regaining more and more social attention.However,in terms of decision-making in land use and development,there are still conflicts existing in the decision-making of economic growth and ecological protection.Fortunately,the emerging method of evaluating natural resource in monetary terms has provided a new perspective for addressing the problems mentioned above.Nevertheless,the monetary evaluation of natural resource is still at the initial stage where there are gaps in applying it to the spatial analysis and planning.In this regard,an evaluation framework of ’establishing principles-evaluating landuse effectiveness-result application’ is built up in this study.In this research,Dapeng New District,an eco-functional zone in Shenzhen,is considered as a research object.Under the perspective of valuation of land-use effectiveness in monetary term,the economic and ecological effectiveness of land use(2013-2019)is examined by the double quotas of GDP-GEP and other adjunctive methods like RS analysis Land-use Conversion Matrix.Then the spatial-temporal characteristics and the transformative relationship of land-use effectiveness are shown after the evaluation.The results of spatial-temporal characteristics of land-use efficiency in Dapeng New District are as follows:①The total land-use effectiveness showed an increasing trend.The ecological effectiveness of land use increased from 43.797 billion yuan to 52.385 billion yuan,1.78 times and 1.49 times of the economic effectiveness of land use,respectively.The gap between economic and ecological effectiveness had been narrowing.②Three types of land-use categories with the highest ecological effectiveness from 2013 to 2019 are forests,orchard land and beaches.Among them,beaches had a prominent contribution in improving the value of cultural service.③At the sub-district level,Dapeng Sub-district was the region with the most prominent growth of ecological effectiveness of land use.At the same time,Kuichong Sub-district was the region with the most notable increase in economic effectiveness of land use.The ecological effectiveness of land use in the Nan’ao Sub-district accounted for the highest proportion of a total,but it showed a downward trend from 2013 to 2019.④At the community level,communities were classified into four zones with the distinct characteristics of ’high output in economic&ecological effectiveness’,’high output in economic effectiveness&low output in ecological effectiveness’,’low output in economic effectiveness&high output in ecological effectiveness’,’low output in economic&ecological effectiveness’.Among them,there were 25 communities classified into the zone with ’high output in economic&ecological effectiveness’.⑤At the 500×500 grid level,from 2013 to 2019,the area of high economic effectiveness had a significant expansion in the central area of Kuichong,while the area of high ecological effectiveness had an evident contraction in the Honghua Forest area of Nan’ao.The grid points with the considerable increase in economic effectiveness of land use were concentrated in the Baguang community,and the grid points with the substantial rise in ecological effectiveness of land use were concentrated in the Tuyang and Guanhu community.⑥From 2013 to 2019,the types of land-use conversion contributing to the surplus of ecological effectiveness included forests to wetlands/beaches/grassland,grassland to beaches,etc.The types of ecological land transferring out that significantly influenced the ecological effectiveness of land use were beaches,forests,orchard land and grassland.⑦There was a transformative relationship between economic and ecological effectiveness of land use.Under the land-use conversion from the ecological function to the economic function,the cumulative loss of ecological effectiveness was 2,881.3 billion yuan.In comparison,the cumulative gains in economic effectiveness was 9,011 billion yuan.Finally,based on GDP-GEP estimation results,strategies for optimizing territorial spatial planning in the eco-functional area are proposed in three aspects:developing progressively under land-use effectiveness zoning,using indexes to achieve the dynamic balance and guiding industrial development under the unique characteristic of land-use ecological effectiveness.Furthermore,the application of GDP-GEP estimation to the whole process of territorial spatial planning is also put forward to provide technical ways for keeping the balance of economic and ecological effectiveness of land use in the new period of high-quality urban development. |
