| The countryside is a window to understand the regional culture,and it is also the material space on which the villagers depend.Compared with cities,the development of villages lags behind and cannot meet the requirements of villagers’life and production,which further hinders the protection of traditional villages.In the current rural co-governance with the participation of multiple subjects,the contradiction between the protection and development of traditional villages is more prominent,and in the traditional villages of overseas Chinese townships in southern Fujian,which are deeply influenced by clan society and overseas Chinese culture,the following problems have emerged:there are many conflicts of interest among participating subjects,The content of the protection development plan lacks groundability,the source of construction funds is unstable,and the input and output of construction protection are out of touch.This article takes traditional villages in southern Fujian as a research object,focusing on the protection and development status of traditional villages in southern Fujian,and the interest demands and relationship of stakeholders.By revealing the influence of the special social structure and governance system on rural protection and development in southern Fujian,this paper builds a coordination mechanism for the protection and development of traditional villages,with a view to providing a theoretical reference for the research on the protection and development of traditional villages in overseas Chinese in southern Fujian.Firstly,this article summarizes the distribution,protection and development status of traditional villages in overseas Chinese townships in southern Fujian,and summarizes the common characteristics of traditional villages in overseas townships in southern Fujian.Based on this,a case was introduced in Fulin Village,Jinjiang City.Through exploring the evolution of the village shape under the change of social culture,it was found that clan society and overseas Chinese culture are the internal driving force of village development.Secondly,based on the protection and development status of traditional villages,we elaborate and analyze the protection and development mechanism of Fulin Village from the perspectives of government,villagers,rural self-governing organizations and social organizations.The protection and development mechanism of Fulin Village is mainly reflected in topdown government management,multi-participated rural autonomy,the position of villagers whose development is greater than protection,and the rural practices of other social organizations.Thirdly,it analyzes the interest demands of stakeholders in the protection and development of traditional villages in overseas Chinese townships in southern Fujian,and discusses the interest relationships among the participants.Its interest relationship is mainly manifested in interest coordination and conflict of interest,and then analyzes the causes of conflict of interest including insufficient funds,lack of local system guarantee,protection and development management and control measures poor implementation and differences in concepts.Finally,based on the analysis of Fulin Village,a typical case of the traditional villages of overseas Chinese villages in southern Fujian,the internal driving forces for the development of traditional villages in overseas villages of southern Fujian are summarized as the material space conditions and the human environment,the clan structure based on blood relationship and the investment of overseas Chinese capital.The external driving force is the multi-subject participation pattern driven by interests and the tourism service-oriented rural market.And on the premise of respecting local culture and existing governance methods,it proposes to build a benefit coordination mechanism for the protection and development of traditional villages in overseas Chinese townships in southern Fujian including appeal expression and rural decision-making mechanism,fund-raising mechanism,compensation mechanism and implementation mechanism. |
