Study On The Implementation Evaluation Of The Protection And Development Planning Of Traditional Villages In Jiudong Area,Southeast Guizhou

Traditional villages are an important part of my country’s multiculturalism.The preparation of traditional village protection and development plans and the promotion of plan implementation evaluation are of great significance to the realization of the sustainable development of traditional villages.However,there are few studies on the evaluation of the implementation of traditional village planning,especially the evaluation of the implementation of the protection and development planning of traditional villages in ethnic minority areas.There are not only regional differences in traditional villages,but also ethnic differences.It is urgent to explore whether the preparation of the protection and development plan of traditional villages in ethnic minority areas meets the national preparation requirements,whether the plan incorporates local ethnic cultural characteristics,whether it is implemented in the implementation process,and whether a dynamic feedback system is established in operation.This research takes the traditional villages in Jiudong area in the southeast Guizhou Dong ethnic area as the research object,takes public evaluation as the main body,and adopts multiple and comprehensive index system evaluation methods.The thesis summarizes existing research,organizes planning requirements and planning text content,and sorts out On the basis of the cultural characteristics of the Dong ,the analytic hierarchy process is used to determine the index system and weights,the fuzzy comprehensive evaluation method is used to determine the scoring standards,and the results of the scoring are used to evaluate the effect of planning implementation.The study takes Dali Dongzhai,Zaidang Dongzhai and Zeli Dongzhai as the empirical evaluation objects,further analyzes the main factors that affect the implementation of the plan,and summarizes the problems in the planning and implementation process.This research explores planning issues from the three levels of planning preparation,implementation and operation mechanism,and proposes optimization suggestions.In the planning preparation,a three-stage and five-step planning preparation process is proposed,the phase connection is strengthened,the key points of the planning are highlighted,and the locality and implementability of the planning content are improved.During the implementation of the plan,suggestions for macro-optimization were proposed,including the establishment of a government-based top-down supervision system,a bottom-up management system incorporating“Dong funds” and other ethnic self-organization mechanisms,and forming a top-down linkage supervision system.Explore the long-term implementation mechanism of the plan at the level of capital and technology.At the micro level,further specific optimization suggestions for planning and implementation are put forward in terms of cultural protection,social development,and villager participation.Through planning implementation evaluation,it is expected to provide reference for the early preparation,later implementation and evaluation of the protection and development planning of ethnic minority traditional villages,and to further guide the protection and development of Dong villages.
