The development of large open-pit mines has contributed greatly to the economic development of China.At the same time,various kinds of geo-environment problems have arisen.Therefore,in order to support the development of many mine geo-environment governance projects,Chinese governments have put forward a series of policies.The geo-environment of large open-pit mine is seriously damaged.Moreover,the engineering volume of the management project is huge and the construction cycle is long.As a result,there are more uncertain factors in the project implementation stage,and the project decision-making and implementation face great challenges.Project managers should have a clearer understanding of project risks when making project decisions and be able to formulate risk management plans to reduce risk losses.Based on the perspective of project management,this paper takes as the research object the large open-pit mine geo-environment governance project under the governance scheme of "backfilling pressure foot and landscape lake construction" after stopping of mine closure.Carry out a series of research on risk identification and evaluation in the implementation stage of this kind of project.First of all,this paper deeply analyzes the characteristics of the geo-environment governance project of large open-pit mine and the characteristics of project implementation risks.Research methods such as case analysis,literature study,field survey and expert survey are used to identify the risks of the implementation of such projects.And a risk list of 34 risk factors was obtained.Secondly,based on the macro-meso-micro hierarchical risk classification method,the risk factors are classified into 9 categories.According to the principle of index system establishment,the risk evaluation index system of geo-environment governance engineering projects in large open-pit mines is constructed.Thirdly,the risk evaluation standard of project implementation is determined by risk matrix method.Attribute hierarchy model is used to calculate index weight.The risk evaluation model of in the implementation of the project concerning the geo-environment governance of large open-pit mines is established by introducing five-element correlation number method.Finally,the project concerning the geo-environment governance of Fushun West open-pit mine is taken as an example.Through the evaluation model,it can be concluded that the project as a whole has a low risk level.According to the risk ranking,there are four factors in the higher risk level,including landslide and debris flow risk,dangerous rock mass and collapse risk.There are six factors in the medium risk level,such as complex rock structure risk,resource supply risk and so on.Construct risk management system from micro level.Put forward specific risk countermeasures from the medium level.At the macro level,the emergency response measures are put forward to deal with the sudden natural environmental risks.To provide the response ideas for the safe implementation of the project concerning the geo-environment governance of the west open-pit mine.There are 11 figures,24 tables and 111 references in this paper. |
