Research On Safety Risk Management Of AT Coal Mine Filling And Mining Project

Energy is the foundation of China’s economic development,and coal still plays a leading role in the current energy structure.Rational exploitation of coal resources is the basis for the long-term stable development of China’s economy and is the material guarantee for sustainable development.With the acceleration of the exploitation and utilization of coal resources,especially in the eastern coastal region,the economy is highly developed,and coal demand is also large.The eastern region has increased the pace of coal mining.With the depletion of resources in the coal mines in Shandong,the depth of coal is increasing and the construction is becoming more and more difficult.The geological conditions in some areas are complicated,and the layout of the roadway in the later stage increases the difficulty of coal mining.In order to reduce mining work and improve economic efficiency,many mines decided to replace coal resources by implementing filling mining.In the existing filling project management of the mine,it is usually used to emulate or copy the filling project management mode of the mine in the same industry.It is rarely or basically not carried out according to the geological mining technical conditions,economic conditions,personnel conditions and organizational management conditions of the mine.The safety risk management of the filling project,without paying attention to the accident analysis or the risk analysis of the attempted event,may result in a safety production accident due to the "paralysis" of the enterprise.In this context,the concept of safety risk management is introduced into the management of mine filling projects.Now for the characteristics of the AT coal mine filling and mining project,the owner determined to implement safety risk management in the filling and mining project,and studied the characteristics of the AT filling project to form a set of safety risk management models for the AT filling project.Under the current economic situation,AT Coal Mine has decided to implement filling and mining projects in order to improve mine efficiency and achieve sustainable production.AT coal mine filling and mining projects need to invest more than 30 million,take safety risk management research,provide technical and engineering safety guarantee for filling mining projects.Under the premise of complex and variability of mine production geological conditions and operating environment,there are uncertainties in the safety hazards of filling mining projects.On the basis of combing the safety risks related to filling mining projects,the system carries out the safety risks of filling mining projects.The evaluation ensures the safe and smooth operation of the AT coal mine filling and mining project,and provides reference for the safety risk management of other coal mine filling and mining.Based on reading a large number of risk management literatures and data,this paper comprehensively analyzes the related theories and methods such as factor analysis model and unacertained measure theory,and analyzes the external dynamics and endogenous power of the owner’s implementation of filling mining projects.Combining the identification of key risk factors,summarizing the safety risk management mode during the implementation of filling mining projects,and studying the safety risk management during the implementation of filling projects.Based on the literature research,this paper discovers the possible risks in the filling project through brainstorming,sorts out the relevant risk factors after communication with the project management experience personnel,and finally uses the expert discussion method to determine the final safety risk factors.Sets,creating preconditions for security risk assessment and subsequent risk response.After determining the risk factors,construct a safety risk assessment method for AT coal mine filling project,conduct actual evaluation of its risk,and then determine the safety risk level.Through the safety risk grading management,deal with the risk factors in the implementation process of the filling project,and improve the risk management of the owner.Ability to provide protection for filling project risk management.
