The development of mineral resources has made great contributions to China’s economic and regional development.At the same time,it has also had a great impact on the mining area and the surrounding ecological environment,triggered severe mine geological environment problems,and greatly hindered the local sustainable development.At present,the state and the government strongly support the development of mine geological environment treatment projects.However,due to the long history of mining in China,the late start of mine environmental protection and management,and the great difficulty in the treatment of mine geological environment problems,many treatment projects have the phenomenon of "emphasizing quantity over quality".After the implementation of the project,it can not achieve the expected effect,the comprehensive benefit is not high,and there is a lack of scientific and effective benefit evaluation and management means,so it is difficult to guide and feed back the governance work.As a national key treatment project for large-scale mines,Haizhou open-pit mine has successively carried out a large number of mine geological environment treatment work.Although phased treatment results have been achieved,there has been a lack of benefit evaluation of mine geological environment treatment projects,and the treatment process is slow.At present,Haizhou open-pit mine still has a large area to be treated,and the geological environment problem is still severe.There is an urgent need for scientific benefit evaluation means to improve the management level of mine treatment.Based on this,this paper makes an in-depth study on the comprehensive benefit evaluation of the geological environment treatment project in Haizhou open-pit mine.Firstly,this paper introduces the basic situation of Haizhou open-pit mine,investigates and studies the geological environment problems of Haizhou open-pit Mine and the basic contents of the geological environment treatment project of Haizhou open-pit mine.Secondly,based on the theory of sustainable development,the theory of ecological economics and the theory of "two mountains",combined with the literature,national normative experience and the actual situation of the treatment project,the framework of comprehensive benefit evaluation index system of geological environment treatment project in Haizhou Open pit mine is determined from three aspects: economic benefit,social benefit and ecological benefit.Then,the comprehensive benefit evaluation index of the geological environment treatment project in Haizhou open-pit mine is preliminarily selected by using the literature research method,and the primary evaluation indexes are screened by questionnaire and SPSS17.0 software.Finally,17 evaluation indexes are obtained,and the construction of comprehensive benefit evaluation index system is completed.Then,through the research and analysis of the comprehensive evaluation method,the analytic hierarchy process is used to determine the weight of the evaluation index,the cloud model theory is introduced,and the comprehensive benefit evaluation model of the geological environment treatment project in Haizhou open-pit mine is established based on the Cloud model-Fuzzy comprehensive evaluation method.Finally,the comprehensive benefit of the geological environment treatment project in Haizhou open-pit mine is evaluated.It is concluded that the comprehensive benefit grade of the project is "good",in which the economic benefit grade is "good",the social benefit grade is "good",and the ecological benefit grade is "excellent".The ecological benefit produced by the treatment project is the best,the social benefit is the second,and the economic benefit is relatively low.Based on the analysis of the evaluation results,the comprehensive benefit promotion strategy of the geological environment treatment project in Haizhou open-pit mine is put forward.There are 19 figures,25 tables and 95 references in this paper. |
