Evolutionary Game Analysis On Government Regulation Of Environmental Governance From The Perspective Of Environmental Justice

In the new era,the construction of ecological civilization has been upgraded to the national strategy,which is related to the goal of achieving the "two hundred years" and the Chinese nation’s great rejuvenation of the Chinese dream.The research goal of this paper is to develop the Marxist theory of environmental justice based on the background of ecological civilization construction,analyze the political economic principles of"environmental justice",and propose policies and measures to solve China’s "environmental injustice".First of all,by arranging Marx’s environmental justice thought and Western government regulation theory,the paper proposes that government environmental regulation is the way to solve environmental injustice,combined with Chinese-style decentralization（political centralization,economic decentralization）,resulting in "government environmental regulation failure",defined Environmental justice from the perspective of political economy,its connotation is to crack the government’s environmental regulation failure.Secondly,in order to quantitatively study China’s environmental injustice,the paper puts forward the concept of regional environmental justice based on the connotation of environmental justice,and uses the environmental Gini coefficient method and the green contribution coefficient method to measure the current situation of regional environmental justice in China.Thirdly,in order to control the goal of achieving environmental justice,a three-party evolutionary game model of central government,local government and polluting enterprises was constructed,and the realization of environmental justice was unified with the optimal evolution and stability point.The numerical simulation method was used to simulate different scenarios.A policy combination tool that achieves optimal balance.This paper mainly uses normative research and empirical research methods,combined with qualitative analysis and quantitative analysis,and finally completes the thesis work.This paper consists of six parts:The first chapter is the introduction,which mainly proposes the research background and significance,research ideas and methods,and innovation points.The second chapter is the foundation of thesis writing-Marx environmental justice theory and government regulation theory.On this basis,the concepts of environmental justice and regional environmental justice are put forward.The third chapter is the measurement and comparison of regional environmental justice in China.It mainly uses quantitative research methods to analyze the current situation of environmental justice in China.The fourth chapter is the failure of government regulation of environmental injustice.It mainly expounds the failure of environmental regulation in China’s primary political market,policy supply market and policy execution market.It demonstrates the failure of local government environmental regulation based on the game.The fifth chapter is the simulation of environmental regulation policy.It mainly constructs the three-party evolutionary game model and simulates the policy combination tools that can achieve optimal equilibrium under different scenarios.The sixth chapter is conclusion analysis and policy recommendations,summarizing important conclusions and giving political and economic analysis,proposing policy recommendations that can achieve environmental justice,and proposing ideas for the next stage of deep research.
