Evolutionary Game Analysis Of Local Government In Cross Regional Air Pollution Control

Since the 21st century,China’s economy has continued to grow rapidly,and GDP per capital has hit record highs.But with economic growth rapidly,environmental problems are getting worse.In 2016,more than 90%of the cities in China appeared serious fog weather,most of the city’s environmental pollution index appear to exceed bid,not only affects People’s Daily life,endanger national health,and hindered the further development of the economy and the improvement of the public quality of life.Clean air as an important public resource,with properties of public goods;In addition,due to the particularity of atmospheric flow,air pollution also presents the characteristics of inter-regional and complex characteristics,which are negative externalization.And these characteristics determine that a single region’s own power,its own governance model,will not be effective in alleviating air pollution.For this situation,the article will influence each other in the joint prevention and control of atmospheric pollution of local government is summarized as "synthetic external effect" and"part of the exclusive effect",through the research on the interests of the government,analysis of local government in the contradictions existing in the cross-regional joint prevention and control of atmospheric pollution and its influence factors,respectively central constraint mechanism and the constraint mechanism is set up between the local governrnment under the evolutionary game model,according to the result of game,make optimal resolution strategy,using MATLAB software simulation,the results further inspection,put forward to promote the local government to actively participate in cross-regional joint prevention and control of atmospheric pollution policy suggestions.Specifically,first of all,the paper research background,research significance,research content and method,reviewed the research results of scholars at home and abroad,laid a theoretical foundation for the article.Secondly,combining with our country the status quo of atmospheric pollution and atmospheric pollution control act,the local government should fulfill the management responsibility,must face the interests of the game and the need to take the strategy has carried on the basic discussion.Again,under the guidance of the theory and practice,establishing local government joint prevention and control of atmospheric pollution evolutionary game model,analysis the cost of the pollution treatment and so on the influence of factors on the game behavior of local government,the numerical simulation,the factors which influence testing game result.On this basis,introduces the constraint mechanism of the central government to the game model analysis of local government,the local government to change behavior under the constraint mechanism,through the MATLAB software is used to numerically simulate the result of the model and test the game result.Finally,on the basis of summarizing the game result,combining the actual situation of local governance in our country put forward the policy recommendations,points out the central to local governments to be perfected and performance appraisal system of rewards and punishments measures,local governments need to form a pollution prevention organization,establish information communication platform,improve the legal system in three aspects:establish an effective system for joint prevention and control,will implement management action.
