Study On The Third-party Management Of Pollution Of Large-scale Pig Breeding Under The Guidance Of The Government

With the development of the pig scale farming industry,the pollution it produces is also increasing,leading to environmental pollution and ecological damage.Although pollution is also being treated at this stage,there are problems such as high treatment costs and poor treatment effects,and the development of the hog-scale farming industry is facing difficulties.Therefore,this paper explores the feasibility and necessity of introducing a government-led third-party pollution treatment model for hog scale farming based on the analysis of hog scale farming pollution treatment models at this stage,promoting pollution treatment specialisation,scale and marketisation,and using the method of evolutionary game to conduct an analysis of the behaviour of interest subjects in this model,with a view to achieving a stable strategy of active government guidance,no rent-seeking by farming enterprises,and third-party enterprises On the basis of the formation of a joint force for pollution control,a system dynamics model of the operation of this model is constructed from specific cases.The business strategies of third-party enterprises and the policy design of the government are explored from the perspective of improving the economic efficiency of third-party enterprises,and finally countermeasures are proposed for the effective implementation of this model.The study shows that: firstly,the introduction of a third-party treatment model can help to overcome the current pollution control dilemma,and it is necessary for the government to guide this model,so as to eventually form a synergistic and effective treatment pattern of "government guidance,farming enterprises entrusted,third-party enterprise treatment".Secondly,in terms of the behaviour of the interested parties,the government should strengthen the penalties and set a reasonable subsidy range to promote the model;the higher the loss of reputation,the cost of rent-seeking failure and the poor economic efficiency of the enterprises,the more favourable the model will be,while the cost to be paid by the three parties is a constraint;strengthening the rewards and penalties,increasing the cost of rent-seeking and appropriately reducing the commissioning fees can effectively reduce rent-seeking behaviour.Thirdly,the effective operation of the model: biogas projects have limited processing capacity,so deep processing,product expansion and technical improvement are important ways;it is difficult to maintain the project by the third-party enterprises’ own efforts,so government guidance is indispensable;it is essential for the third-party enterprises to implement the strategy of power generation and access to the internet,and the implementation of the strategy of deep processing of organic fertiliser is more effective;it is difficult for the government to maintain the project by implementing the policy of centralised gas supply or power generation and access to the internet alone The implementation of a solid organic fertiliser policy is most effective.
